Keys to the extraordinary regularisation of 500,000 immigrants approved by the Government: deadlines, beneficiaries, impact…: {Translation, summary}

***What other requirements must be met?***
– Applicants must not have a criminal record “nor pose a threat to public order”, as stated by the Government.
***When will it come into force?***
– As it is a royal decree, already approved by the Council of Ministers, the measure will come into force as soon as it is published in the Official State Gazette.
***What deadlines is the Government working to?***
– The intention is for the period to apply for papers to be open from “early April, once the mandatory procedures for processing the Royal Decree are completed”, until the coming 30 June. “The very admission for processing of the application will allow the applicant to work on a provisional basis from the first day in any sector and any part of the country,” explained the Minister for Inclusion, Social Security and Migrations and Government spokesperson, Elma Saiz, this Tuesday.
***How long does the permit last?***
– When that application is accepted for processing, “a provisional residence permit will be granted which allows for legal work and access to other fundamental rights, such as healthcare. And after review, “if the resolution is favourable, a one year residence permit will be granted, at the end of which an ordinary permit may be requested in accordance with the standard immigration regulations.” In the event the regularisation includes minor children, its validity will be five years until the ordinary permit.

– The Government justifies the approval of the measure by royal decree on the grounds that, following its taking into consideration, the ILP “has remained blocked for too many months” in Congress. “Given the social urgency and the broad political, economic and social consensus for the measure, the Government has examined the regulatory route to give people who are in our country the opportunity to live with equal rights and opportunities. It is not an alternative to Parliament, it is a Government response within the constitutional framework and fully compatible with the legislative debate,” argues the administration.

Getting an appointment at a primary care centre in Malaga– the average wait is over 9 days, and often no appointments are available at all– no wonder the Emergency Units are overwhelmed and new medical workers refuse to work here!: {Translation}
– Securing an appointment in Primary Care is no easy task. The average delay to be seen by a family doctor is 9.27 days in the province of Malaga. That is, if one manages to get an appointment, as in six out of ten attempts none appears available. These are the main conclusions of the ‘Report on the Situation of Delays in Primary Care in Malaga’, produced by a group of retired professionals from the Andalusian Health Service (SAS), in light of the worrying “deterioration” they claim to observe in the public health system. As current patients and former workers, they decided to take action and, given the scarcity of public data on waiting times, have set out to create a “kind of observatory” to measure and publicise the state of accessibility to Primary Care in the province. To this end, they have carried out a first pilot, with wide participation from group members, in which they directly checked the real availability of appointments and the delay offered to the user at the time of request.
– This first study, to which La Opinión de Malaga has had access, is based on 253 real appointment requests made through the official SAS telematics platforms between 15 and 18 December. Regarding the representativeness of the sample, the authors note that valid data was obtained from 63 Primary Care centres in the province 78% of health centres and 8% of clinics, which equates to an estimated population coverage of 78.5%, that is, around 1.15 million people over the age of 13.
– One of the report’s most concerning findings is the closure of appointment diaries, as the results show that in 60% of cases, when requesting an appointment, the application returns a message stating that it cannot be managed at that time and offering as the only alternative the possibility of receiving a call within a maximum of 72 hours to be assigned an appointment, without specifying a date. For the authors, this message creates a feeling of “helplessness and insecurity” and pushes many users to turn to Emergency Services, with the consequent saturation of these, or to resort to private healthcare. “This diary closure is practically widespread across the entire province, except in the La Vega/North Malaga district. It is a common practice and is of particular relevance in the Malaga and Guadalhorce Valley districts where it reaches 70% of cases,” they highlight in the report, which concludes that six out of ten patients do not have access to an appointment when they request one.
– In those cases where an appointment is available, the average delay to be seen by a general practitioner is 9.27 days, with the mode, the most frequent value, being 14 days. “Delays reach unacceptable levels,” argue the authors.
The same document recalls that the Forum of Primary Care Physicians states that the acceptable delay should not exceed 48 hours and that the “quality standard” is ‘zero delay’, understood as the system’s capacity for a patient to be seen by their own doctor on the same day they request it, or at most within 24 to 48 hours.
– However, according to the study’s results, the reality in the province is far from these recommendations. None of Malaga’s six Health Districts meets the criterion of not exceeding 48 hours when requesting an appointment, and only three of the 26 basic health zones included in the pilot, Álora, Nerja and Torrox, have an average waiting time of less than 72 hours.
– In the city of Malaga, the situation is especially unequal. Of the 26 health centres analysed, only two, El Perchel and Puerta Blanca, have average delays of less than three days, while 13 of them exceed a 7 day wait. The maximum delay reaches 23 days at the Puerto de la Torre health centre.
Furthermore, the report also notes that seven health centres in the capital had no appointments available at the time of the study.
– The centres with the highest average delays are the Portada Alta health centre (16.5 days), Carlinda health centre (15.33 days), El Cónsul health centre (15 days), Huelin health centre (15 days), Delicias Malaga health centre (14 days), Miraflores de los Ángeles health centre (14 days) and Nueva Malaga health centre (14 days). The report also points out the incongruity that in the same centre, and within such a short observation period, delays of zero days can coexist with waiting times exceeding a week, even up to 15 days, and cases where it directly offers no available appointments. “This fact reflects the non existence of queue management, and of management in general, and makes obtaining an appointment depend more on chance than on service planning by those responsible,” they highlight.
– As a final conclusion, the authors maintain that these results are indicative of a “very poor quality of care” and “significant accessibility difficulties”, which pose a “risk to patient safety”. They also argue that these obstacles to accessing Primary Care are one of the causes of the saturation of hospital Emergency Services and the “gradual disaffection with public healthcare”.
– Last November, the SAS retirees’ group already published a manifesto of complaint, signed by 748 retired professionals, in which they warned of the “evident and progressive deterioration” suffered by public healthcare and which also included a series of improvement proposals. Their objective as a group, they state, is to monitor and, where appropriate, denounce the situation of deterioration, raise awareness among the general population and current officials, offer advice, and participate in campaigns and mobilisations focused on defending a public, universal, and quality healthcare system in Andalusia. – The Railway Infrastructure Administrator (Adif) has located a new track break in Córdoba, about 15 kilometres from the capital. As confirmed by the Ministry of Transport on Monday, the incident has forced the establishment of a Temporary Speed Restriction (LTV) at that point, pending replacement of the part.
– Specifically, the break affects a switch point. These parts are very large, over 50 metres long, and must be transported by rail, so replacing them requires special permits. Furthermore, the work can only be carried out during night-time maintenance.
