SPAIN

Sánchez announces that the Government will declassify this Tuesday the documents of the attempted coup d’état of 23-F (1981): {Translation, summary}
{Quick history lesson. Commonly known as 23-F (for 23 February, the date it began), the failed coup started on February 23, 1981 and ended the following day. Its most iconic moment occurred at 6:21 PM when Lieutenant-Colonel Antonio Tejero led approximately 200 armed Civil Guards into the Congress of Deputies during a vote to elect a new Prime Minister, holding lawmakers hostage for 18 hours. The coup collapsed after King Juan Carlos I gave a nationally televised address at 1:14 AM denouncing the insurgency and defending the democratic process. -Ed}
– On the 45th anniversary of the 23-F coup attempt, Prime Minister Pedro Sánchez has announced the declassification of documents relating to the event, to be approved by the Council of Ministers and published in the Official State Gazette. The government has pre-empted stalled reforms to the official secrets act, fulfilling requests from historians and political groups. The PNV, Sumar, ERC, EH Bildu and BNG had jointly sought disclosure. The reformed law, pending since July 2025, would establish automatic declassification time limits, with top secret documents released after 45 years.
– Sánchez argues democracies must confront their past, while author Javier Cercas suggested declassification would not alter historical interpretation but would deprive misinformation of credibility. The move carries political significance, responding to long-standing demands from parliamentary partners. Source, Spanish: https://www.20minutos.es/nacional/sanchez…

The Housing Charade Just Keeps Growing: {Translation, summary}
– July 2018. The then Minister of Development, José Luis Ábalos, placed the housing problem at the centre of the legislative term by announcing the launch of 20,000 affordable homes in Spain. A few years later, it was Prime Minister Pedro Sánchez himself who raised the stakes to 100,000 homes during his term. Then came new promises for the mobilisation of 50,000 Sareb properties (Asset Management Company for Assets Arising from Bank Restructuring, colloquially referred to as Spain’s “bad bank”), another 20,000 on Defence land and a further 43,000 with European funds. In practice, they are far from these goals, and only a year ago they were expanded again with a commitment to release 15,000 new homes per year thanks to the industrialised construction Perte, which is still not materialising.
– Now, that figure is repeated again with another 15,000 homes intended to be brought to the market through the 23 billion euros that the new ‘Spain Grows’ fund, managed by the ICO, plans to mobilise between public and private investment plus offering developers debt relief of up to 30 per cent. This is the government’s latest attempt to manage the serious gap between supply and demand, derived in large part from the inability to attract developers and builders for whom it is profitable to operate, especially in the affordable public market, which leaves lower margins for a Spanish sector that, according to a recent BBVA Research analysis, only obtains half the profitability achieved elsewhere in Europe.
– However, the building sector argues that the core issue is not financing, but a lack of readily available land, slow bureaucracy, and low profitability. Construction costs have doubled since the 2008–2014 Spanish financial and real estate crisis, and land prices have tripled, yet margins remain thin due to capped sale prices for affordable units. This discourages private investment. The Bank of Spain estimates a national housing deficit of 700,000 units, a figure that could exceed two million within a decade. Meanwhile, the government has scaled back its housing targets in its EU recovery plan and key legislation remains stalled, exacerbating a crisis driven by strong demand and insufficient supply. ANDALUCÍA

The Junta speeds up its Agenda 2030 environmental procedures for ‘green’ investments worth more than €30.8 billion: {Translation, summary}
– The Andalusian government is fast-tracking environmental approvals for numerous projects, aiming to unlock investments totalling 30.8 billion. The Ministry of Sustainability faces a surge in initiatives, most of them are related to the strategic sector for the decarbonisation of the economy, namely the energy sector, with initiatives for the construction of photovoltaic plants, biogas or green hydrogen, together with actions in transport, agribusiness, housing and public facilities.
– To manage this, it has hired over 100 staff across eight provinces to speed up processing without compromising environmental standards. Since 2022, over 2,666 files have been resolved, and average processing times have been cut by one and a half months between 2023 and 2025, despite a rise in new projects.
– The Junta has also introduced regulatory changes, including a simplified authorisation route for less complex projects, and improved digital coordination. Over half of the applications now use this faster track, and all 16 procedures are now online, compared to none in 2019. Dam employees in Andalucia denounce a lack of qualified staff, obsolete facilities, and excessive shifts that jeopardise safety: {Translation, summary}
– Some high-capacity dams are monitored by only two operators without adequate training and present problems such as blocked spillways and drains. The government is allocating 40 million euros for an urgent public employment offer, although the union warns that about 200 workers are still needed in the region. The lack of salary incentives and coordinated emergency plans makes it difficult to attract talent and aggravates staff burnout, especially in light of recent episodes of rain and flooding.
– Employees working at dams in Andalucia warn that their situation is delicate: little staff, obsolete facilities, and impossible shifts for skeleton crews. “There are enormous dams in the region, of 350 cubic hectometres, where only two unqualified operators are watching,” say sources from the management of the Csif union, which has been protesting since last week for the central government to increase staff throughout Spain, also in the Guadalquivir Hydrographic Confederation.
– The union points out that, besides staff shortages, Andalucia has a problem with the structures of its reservoirs. “Some have their bottom spillways broken,” they explain, so that with floods like those of recent weeks, there could be problems. In other cases, it is not a lack of maintenance or the age of the dams. The problem is molluscs like the zebra mussel. “In some reservoir in the province of Cordoba, the bottom drains are blocked,” they explain.
– A representative of the workers of Andalusian reservoirs also warns that many infrastructures classified as type A dams — those whose failure or malfunction could cause very serious damage downstream and even risk to human life — “lack sufficient modernisation” and do not have coordinated emergency plans. The union links this situation to the working conditions of the staff, with salaries it describes as “among the lowest in the Administration”.
– “Employees, when they can, escape because the responsibility they assume is not recognised,” they maintain. They denounce that the lack of salary appeal prevents attracting talent and that workers must reside near the dams, often in isolated environments, without transport or services, which aggravates professional burnout. “There are colleagues who have been stuck at the reservoirs for months since the rainy situation began,” they conclude.
– Thus, Csif warns of the need for “urgent structural reinforcements and maintenance at the dams.” Furthermore, “the Ministry has offered no explanation about the safety reports carried out in 2025,” they add. This situation “is particularly relevant at this time given the state of the reservoirs as a consequence of the storms that have affected the Peninsula,” they conclude.
– Likewise, the workers’ representation platform warns of “the lack of sufficient labour personnel for emergency situations and the unfortunate necessity to establish 24-hour shifts, as well as the need to find sufficient engineers for dam analysis, which forces subcontracting to companies.” Source, Spanish: https://www.elespanol.com/espana/andalucia/20260223/personal-presas-andalucia-alerta-embalses-enormes-vigilan-solo-operarios-sin-cualificacion/1003744139745_0.html

Moreno reaffirms that he will “exhaust the legislature” and call the Andalusian elections in June “unless something abnormal happens”: {Translation, summary}
– Juanma Moreno {pic}, president of the Junta de Andalusia, has reaffirmed his intention to see out his term, with regional elections expected in June, four years after his 2022 absolute majority victory.
– Responding to questions about whether processing aid for storm victims could affect the election date, Moreno confirmed administrative procedures would continue even if parliament dissolved, ensuring aid delivery regardless. He emphasised nearly 1.8 billion euros in aid has been allocated from the regional budget, with many measures operational within one to three months.
– Regarding Grazalema residents evacuated due to storms, Moreno reported only one hundred remain unable to return, pending geological certification of property safety. The aquifer has reached unprecedented levels following heavy rainfall, prompting cautious, expert-led decisions on rehousing. Moreno stressed his commitment to fulfilling the four-year mandate given by citizens, barring unforeseen circumstances. AXARQUÍA

The Axarquía region receives the preliminary design for the future water desalination plant, which will not be operational until at least 2031:
– The Axarquía desalination plant has taken its first step with the receipt of a preliminary draft by the Commonwealth of Municipalities, in agreement with local Irrigation Boards. The project, with a budget of over 201 million euros, is not expected to be completed until at least 2031. The first phase will produce 25 cubic hectometres, with potential to double in a second phase. Described as vital for the region’s agriculture, the draft will soon be submitted to the state for final validation. This progress comes during a period of water calm, with reservoirs at 85% capacity, but officials urge caution to avoid past mistakes, emphasising water’s essential role for the Axarquía.
– {The Axarquía project ranks poorly against international benchmarks, like Ashkelon in Israel. Its estimated nine-year timeline is nearly double that of a project with similar complexity and 4 times the capacity completed in Israel nearly two decades ago. The images of drug boats seeking refuge in Axarquía draw the attention of the Prosecutor’s Office: {Translation, summary}
– The Senior Public Prosecutor’s Office of Andalusia, Ceuta and Melilla has opened an administrative file to investigate the brazen presence of drug boats along the Andalusian coast during January’s storms. High-powered vessels, banned since 2018, were filmed seeking shelter in Axarquia locations including the Caleta port dock between Nerja and Velez-Malaga, and in the Guadalquivir River. The images, widely shared in media and social networks, caused justified social alarm due to apparent impunity.
– These boats typically operate in international waters for drug and migrant trafficking, supplied with fuel by other vessels. The investigation will compile published reports to understand the circumstances. The incident sparked political reactions, with Axarquia mayors and councillors, including commonwealth president Jorge Martin, demanding more Civil Guard resources. Proposals were raised in Velez-Malaga and Algarrobo councils, including an amendment calling for reopening the local Civil Guard barracks. ALMERIA

Residents of Cabo de Gata-Níjar (Almería) call on the government for more personnel and resources to combat ‘drug boats’: {Translation, summary}
– Neighbourhood associations in Almería’s Cabo de Gata-Níjar Natural Park have demanded increased resources to tackle the growing presence of drug boats along the coast, warning of social alarm, insecurity and damage to community life. The Coordinator, representing 12 local groups and the Friends of the Park Association, acknowledges security forces’ efforts but deems current means insufficient.
– They call for more Civil Guard maritime personnel, better vessels, equipment and technical resources to enhance surveillance and intervention capabilities. A stable, well-resourced presence would protect residents, preserve the environmentally valuable park and safeguard tourism-dependent livelihoods. They insist solutions require more resources, institutional coordination and effective policies, not division. EUROPE

Hungary blocks EU Ukraine loan, Russia sanctions on eve of war anniversary:
– Hungary maintained its veto on Monday on new EU sanctions on Russia and a huge loan for Ukraine amid a dispute over oil supplies, in a blow to Europe’s pro-Ukrainian consensus on the eve of the war’s fourth anniversary.
– The diplomatic spotlight was on Brussels, where European foreign ministers tried unsuccessfully to persuade Budapest not to punish Ukraine for delays restarting the ‌flow of Russian oil to Hungary via a Soviet-era pipeline.
– Soon after, another of Ukraine’s EU neighbours, Slovakia, said it would refuse any requests from Kyiv for emergency electricity supplies from Monday until oil flows resume via the Druzhba pipeline. UKRAINE WAR

Slovakia will cut off emergency electricity to Ukraine on Monday if Kiev keeps the Russian oil tap off: {Translation, summary}
– Slovakia’s Prime Minister Robert Fico {pic} has sent an ultimatum to Ukrainian President Volodymir Zelensky: either allow the resumption of Russian oil shipments to Slovakia from Monday or he will cut off emergency electricity supplies to Ukrainians on the same day. This threat has been immediately joined, although without setting a time limit, by Hungarian Prime Minister Viktor Orbán, who maintains good relations with Moscow.
– It is the longest pipeline in the world and the main route for transporting Russian oil to Europe. These facilities are in Ukraine’s crosshairs. Kiev’s troops have attacked this infrastructure on several occasions during the war, much to the dismay of Hungary and Slovakia.
– Fico has charged against Zelensky. “The Ukrainian president refuses to understand our pacifist approach and, because we do not support the war, he behaves maliciously towards Slovakia. First he stopped the supply of gas to Slovakia and now he has interrupted the supply of oil, which causes us even more losses and logistical difficulties,” denounced the Slovak prime minister after accusing Zelensky of behaving like an “ingrate”. “Since the beginning of the war, Slovakia has helped Ukraine. About 180,000 Ukrainians are currently on our territory, we provide humanitarian assistance and organize joint government meetings. We are doing much more for Ukraine than other countries,” Fico said.
– In this context, “Slovakia cannot accept relations with Ukraine as a one-way ticket that only benefits one” the prime minister stressed. Fico announced that “if the arrival of oil in Slovakia does not resume on Monday”, he will ask the state-owned energy company SEPS “to suspend the emergency electricity supply to Ukraine” in the middle of winter and in the face of the threat of new Russian attacks. Epstein Files Fallout– Lord Mandelson arrested on suspicion of misconduct in public office:
– Peter Mandelson was seen being led from his London home by police and taken away in an unmarked car shortly before 16:30 Monday. The ex-US ambassador had been under investigation over allegations he shared market-sensitive government information with Jeffrey Epstein while a government minister. Earlier this month, the Met said it was carrying out a criminal investigation into Mandelson, and officers searched his homes in Wiltshire and Camden. MIDDLE EAST

Spain, along with 19 other countries, condemns Israel’s plan to expand its control over the West Bank: {Translation, summary}
– Spain and 19 other countries have condemned Israel’s unilateral measures to expand control over the West Bank, describing settlements as illegal and a flagrant violation of international law. The joint statement, issued by the Spanish Foreign Ministry, urges immediate revocation of decisions that threaten the two-state solution and regional stability, including the E1 project. Signatories include Brazil, France, Ireland, Egypt, Jordan, Norway, Palestine, Qatar, Saudi Arabia, Turkey, and Arab and Islamic organisations. They reject alterations to Occupied Palestinian Territory’s demographic composition since 1967 as Israelis displace current residents, including in East Jerusalem, oppose any annexation, and demand an end to settler violence with accountability. They also call for release of withheld Palestinian Authority tax revenues, vital for Gaza and West Bank services. Reaffirming commitment to an independent Palestinian state based on 1967 borders, they warn settlement expansion undermines peace efforts and constitutes a war crime under international law.
