SPAIN
Sanchez Gov’t Refuses To Defend In Senate Debate The Amnesty Proposal It Sponsored: {Translation, summary}
– The Government will not participate this Monday in the debate on the amnesty law that will take place in the Senate’s General Commission of Autonomous Communities, in which the president of the Generalitat, Pere Aragonès, and six presidents of communities of the PP, as well as the president of the autonomous city of Melilla, will take part.
– This committee meeting will debate the report proposed by the PP, with an absolute majority in the upper house, on the regional impact of the amnesty law, a text that considers this amnesty law to be “manifestly unconstitutional” and which leaves the autonomous state unprotected.
– During the debate on the report, the Government could intervene to defend the text of the law, but according to the official agenda of the Executive made public this Sunday, no minister will attend the Senate. The Government has the ability to attend this meeting in the Senate and even speak as many times as it wants and without a time limit. (Update: The gov’t now says they deferred it to the appropriate minister. That minister has explained his absence saying he was not formally invited. Thus the gov’t provides no one to answer any questions regarding the amnesty they sponsored, in an official, scheduled Senate debate of the topic. -Ed)
– Nor did the government take part in another debate on the amnesty law in the same committee of this chamber last October, in which Aragonès was also present to defend the law in front of all the presidents of the PP communities. ANDALUCÍA
Thousands of Andalusians reproach the Junta for the “agony of public health care” in order to boost the health of private health care: {Translation, summary}
– This Sunday’s demonstration was held under the slogan “Let’s defend public health care”, which – according to the data they have presented – is in clear decline: an average delay of 10.4 days for an appointment in primary care (35% take more than 11 days), 1.2 out of every 10 Andalusians waiting on a waiting list for specialists or surgery, a chronic lack of staff… it is something “unacceptable” and a situation that “only benefits private insurance companies”, as demonstrated by the fact that since 2019 the Andalusian Health Service (SAS) has referred 263,568 operations to private healthcare.
– That is why the Mareas Blancas have insisted on remembering that “health is not a commodity and healthcare is not for sale, it is defended”. This demand was made by 5,000 people in Granada, where the largest demonstration took place, followed by those in Seville (2,500), Malaga (1,650), Cordoba (1,500), Jaen (1,100), Cadiz (975), Almeria (400) and Huelva (300). This according to the data provided by the Government Delegation, while the organisers multiplied these figures to 5,000 in Cádiz and 25,000 in Seville.
– The demonstrators also demanded that, in order to stop the “dismantling” of the public sector, increases in staffing combined with the provision of “stable and well-paid” positions are required. Anything less than that, together with the other factors, means a deepening of the current system, which “compromises life expectancy in Andalusia and increases the existing mortality rate”.
– For its part, the Andalusian government of the PP has counterattacked by defending that it has deployed a “record investment” in Andalusian healthcare with “45% more [4,400 million more] and 25,000 new professionals”. According to the figures provided by the regional minister, Catalina García, “our commitment to public health is firm” with “more infrastructure, better technology and better working conditions” as a result of having “the largest budget in history”.
– The Mareas Blancas recognise that, yes, there has never before been more money allocated to health in Andalusia, but that the part of it that is diverted to the private sector has grown much more. All this means that the average investment in health per inhabitant is still below the national average and that Andalusia closed 2023 with 142,507 patients on the surgical waiting lists, of which 53,014 were outside the decree of guarantees. This is 17,000 more than the 36,004 who were in this situation six months earlier, in June 2023. The Junta, in this sense, assures that in one month these waiting lists have been reduced by 6%, but recognises that “much remains to be done”. MALAGA PROVINCE
A plot that defrauded 1.8 million from 155 foreigners with timeshare ownership falls in Malaga: {Translation}
– The National Police have dismantled a criminal organisation in the province of Malaga that swindled more than 1.8 million euros from 155 foreigners, most of them pensioners, with false offers of membership to holiday clubs and timeshare rights. Seven people have been arrested in the operation and an eighth is under investigation for their alleged participation in a continuous fraud offence and 2.5 million euros have been blocked in bank accounts. In addition, half a dozen searches have been carried out in homes in Malaga, Fuengirola, Marbella and Estepona and another two in business headquarters in Mijas Costa, as reported Friday by the police in a statement.
– The investigation was initiated thanks to the collective complaint of the victims, represented by the same lawyer, and the fraud amounts to 1,832,541 euros.
– The fraudsters recruited victims at congresses organised by the criminal network itself, where they were offered membership of holiday clubs with a wide range of advantages in exchange for the transfer of the timeshare rights held by the investors. In addition, the offers were accompanied by an alleged commitment to return the initial and annual fees paid, in the form of a refund cheque, after completing the 36- or 54-month stay.
– As the months went by, customers realised that the offers were non-existent, leading to numerous complaints.
– Adding insult to injury, as a result of these incidents, the network “devised a transformation of its own scam, migrating the existing companies from leisure activities to a ‘legal claims service'” to assist those defrauded in recovering the money they had paid in, police say. NERJA
40 canoes stored on the Burriana beach of Nerja burnt: {Translation, summary}
– The alarms went off shortly before 1.00 a.m. on Sunday morning. A fire, whose origin is unknown and is being investigated by the Guardia Civil of Nerja, has completely burned some 40 canoes that had stored on the beach of Burriana nerjeña the company Educare Aventura, concessionaire of the rental service of these beach devices in the easternmost coastal town in the province.
– Thus, they have lost the aforementioned 40 boats, half a hundred lockers, a hundred paddles, as many life jackets and a solar energy system that they had in the area to power the computers used to manage the bookings.
– Although it was initially thought that the origin of the fire could have been this solar energy system, the videos and the testimonies of the witnesses who alerted the authorities rule this out, since, as can be seen in the videos, the fire originated in the boats. GRANADA
Five town councils and their neighbors join together to reject a possible center for immigrants in Granada: {Translation, summary}
– The five town councils with land at the Armilla air base (Granada), four governed by the PP and a fifth by the socialist party, have united in asking the central government to rule out this area as a site for a centre for immigrants, an option that has mobilised local residents who reject it because it will lead to overcrowding.
– The sub-delegate of the Government in Granada, José Antonio Montilla, announced on Wednesday that using the military installations for the centre is only an option under legal study and that the government is now analysing whether the land meets the legal requirements.
– The response has been given en bloc by the town councils of Alhendín, Armilla, Churriana de la Vega, Las Gabias and Ogíjares, which have argued that there are urban planning incompatibilities in setting up a “camp” for immigrants on Defence land. MIDDLE EAST
Israel reduces troops in south Gaza, Egypt to host new talks:
– Israel said on Sunday it had withdrawn more soldiers from southern Gaza, leaving just one brigade, as it and Hamas sent teams to Egypt for fresh talks on a potential ceasefire in the six-month conflict.
– Israel has been reducing numbers in Gaza since the start of the year to relieve reservists and is under growing pressure from its ally Washington to improve the humanitarian situation, especially after last week’s killing of seven aid workers. The military spokesperson did not give details on reasons for withdrawing soldiers or numbers involved. But Defence Minister Yoav Gallant said the troops will be preparing for future operations in Gaza.
– Both Israel and Hamas, the Islamist movement that controls Gaza, confirmed they were sending delegations to Egypt. Hamas wants any deal to bring about an end to the war and withdrawal of Israeli forces. Israel has said that, after any truce, it would topple Hamas, which is sworn to its destruction.
– Israeli Prime Minister Benjamin Netanyahu said there would be no deal without a hostage release and that he would not cave to international pressure. Hamas says an agreement must include freedom of movement of residents across the Gaza Strip.
– More than 250 hostages were seized and some 1,200 people killed during Hamas’ Oct. 7 attack, according to Israeli tallies. More than 33,100 Palestinians have been killed in the Israeli offensive, according to the health ministry in Gaza.
– Around 130 hostages are still being held in Gaza. Asked about troop withdrawals from the enclave, Israel’s Chief of the General Staff Herzi Halevi told reporters that the military was adapting its methods to what has been and will be a long war. TECH
Why “I don’t care if they collect my data” is a terrible cop-out that hurts you and the public. Carissa Véliz, philosopher- “Privacy protects us from potential abuses of power”: {Translation, summary}
– The writer and professor of Philosophy at the University of Oxford, a specialist in digital technology {pic}, has just published an academic book on the ethics of privacy and surveillance.
– I think we have forgotten how important privacy is, but it is important nonetheless. We used to have a fresher history of why privacy is important: for example, how personal data was abused in the Second World War.
– And now the big tech companies have tried to convince us that privacy is a thing of the past, that it is no longer relevant, that it no longer matters. But little by little, unfortunately through bad experiences, we are relearning its importance.
– When your identity is stolen online, when someone is exposed publicly, when there is a case of extortion – for example, there have been several cases of extortion of patients of clinics who lose information and then criminals extort money from those patients – we are learning that privacy will always be relevant, because privacy protects us from potential abuses of power. And as long as there are institutions and people are people, there is going to be that temptation to abuse power. So it doesn’t matter what the technology is or how we reorganise society. Privacy is always going to be important and, in fact, in my new academic book I argue that privacy is an animal need that we share with many other animals. For example, privacy is necessary for sleep, relaxation, having free space: it is as necessary as having community. They are two sides of the same coin that need to balance and complement each other.
– Even if you’re not a criminal, even if you’re not hiding anything wrong, privacy is important: it’s not that you’re hiding something wrong, it’s that other people are willing to do something wrong, like steal your identity, by taking advantage of the fact that you don’t have privacy.
– Personal data is very sensitive, very difficult to keep secure and very easy to abuse. When you have a surveillance architecture, if you are based on intent and you have good governance, you can let them fill the streets with cameras and the rooms with microphones. But the problem is that that surveillance structure is then inherited by another government. And if that government has worse intentions, the original intentions don’t matter. We see that problem a lot throughout history, for example in Hong Kong. It is an example of a fairly technologically advanced society that had mainland China more or less at arm’s length. When mainland China takes control, it’s too late, because the surveillance structure is already there. Then you see people trying to throw cameras in the street or buying underground tickets with cash when virtually all transactions are digital. That’s why it’s a mistake to focus on intent.
– The most worrying example of the relationship between authoritarianism and surveillance at the moment is clearly China. Partly because it is more technologically advanced than other countries and is a place where it is very clear how surveillance is used for control. First with excuses, with issues such as crime or pandemics, but in the end it ends up with a system of social credit in which it is not only that you comply with the law, but also that you are a good neighbour… and it is not only that you comply with the law in the most important matters such as paying taxes or not assaulting anyone: for a small infraction, for example, smoking inside a train, you can be blacklisted and you cannot travel by train, you cannot travel by plane, you cannot stay in five-star hotels. One of the characteristics of totalitarian societies is that any offence affects the rest of your life. SCAMS
The ATM scam that the Guardia Civil has has issued a warning about: {Translation, summary}
– The Guardia Civil reported that this type of fraud simulates a bank’s website to trick users and take their access credentials. They then generate a single-use code with which they manage to extract cash from ATMs.
– To do so, they can impersonate a bank in text messages, alerting the potential victim of a problem with their bank account and asking them to access online banking via the link included in the message. In this way, users are redirected to a fake bank website, which the criminals use to gain access.
– The bank’s fake website also asks victims to provide them with a code that will arrive via SMS in order to resolve a supposed incident. However, what the cybercriminals do with this code is to take advantage of the function offered by some banks to make cash withdrawals without the need to use a credit or debit card. With this method, they can withdraw up to 200 euros (the established limit for this type of operation) per code.
– The Guardia Civil reminds that legitimate messages from banks never include a URL that redirects to a web page. They therefore recommend that such a link should not be followed. They also remind you that banks will never ask for security and access data, such as codes, passwords or pin codes, as well as private information about the user via SMS, phone call or e-mail.
– If you receive such an SMS, it is advisable to ignore it. But if you have any doubts about its legitimacy, the first step is to contact the bank through its official channels, such as the customer service telephone number, before providing any information.
