SPAIN

The Left vetoes a debate on the ‘only yes is yes law’ in the Andalusian Parliament: {Translation, summary}
– The Andalusian Parliament will not be able to formally debate in plenary session on the effects that the Law of Integral Guarantee of Sexual Freedom is having in Andalucia, better known as the ‘law of the only yes is yes’, which is reducing the sentences for those convicted of sexual crimes and aggressions. The three left-wing groups in the regional chamber, the PSOE, Por Andalucia and Adelante Andalucia, have witheld their votes, thereby not supporting the addition to the agenda of the “plenary session of the Chamber”, to be held next week, a non-legislative proposal of the PP demanding an urgent debate on this controversial legislation.
– And this despite the fact that the “only yes is yes” law directly affects the Andalusians, since some 150 sexual offenders are asking for their sentences to be reduced under this rule. Of them, 60 have already obtained sentence reductions in Andalusia. In the PP they consider that the scandal and the controversy over the “undesired effects” as President Sánchez called them, justify this initiative in the Andalusian Parliament.

Daylight Savings Time in Spain, clocks move ahead on March 26th: The Spanish government has announced all the dates that the clocks will change up until 2026, as published in its official state bulletin (BOE).
Despite the fact that the European Parliament in 2019 supported the proposal by a large majority and suggested time changes should be scrapped in 2021, the Spanish government confirmed that the clocks would continue changing in Spain until at least 2026. The next clock change will be on March 26th 2023. Specifically, this will happen in the early hours of the morning at 2am, when the clocks will be moved forward one hour, so that it will become 3am instead. Another Shaman Bust- Woman arrested for ‘practising shamanic healing rituals’ in Gran Canaria: Spain’s National Police have arrested a woman in the municipality of Santa Lucía de Tirajana (Gran Canaria) who organised shamanic rituals in which prohibited “psychoactive substances dangerous to health” were administered, the police force announced on Wednesday, February 15. The police said that the drugs “act as a tool for recruiting and controlling the participants” as well as providing a “source of income for the organiser of the meetings.” The woman is said to have used multiple psychoactive substances including ayahuasca and San Pedro extract (a cactus native to the Andean slopes of Ecuador and Peru). The arrest of the woman from Gran Canaria comes after Spain’s Guardia Civil recently arrested a British couple operating a spiritual retreat that practised ‘shamanic healing rituals’ in the town of Yecla in Murcia. How Spain’s new digital tax will affect the price of mobiles, tablets and tech: Once the updated legislation is approved, it will lead to an increase in the price of between 40 and 104 different products, resulting in up to a 200 percent rise in this tax. Consumers will go from paying digital levy of €1.1 to €3.25 for smartphones, an increased levy of €3.75 for tablets and a cost of €2.50 for smartwatches, which have recently been included in the list. This may not seem like a lot but it all adds up as it affects all manner of tech products: SSD drives, printers, mp3 players, smartwatches, kindles, memory cards, scanners, CD writers and more. The product with the most added tax will now be a hard disk drive with more than 6.01 TB of storage, which will cost €6.45 extra, while the product with the lowest will be a rewritable CD with an extra cost of 0.08. AXARQUIA

Environmentalists denounce ‘illegal’ irrigation of Axarquía subtropical fruit plantations:
– Axarquía-based environmental action group GENA-Ecologistas en Acción has filed a complaint with the regional government, the Junta de Andalucía, over what it believes is the illegal use of water from the River Guaro for the irrigation of subtropical fruit plantations in the Axarquía village of Periana.
– The environmentalists said in a statement last Thursday (9 February) that they have been able to see for some time that “there is water flowing from the River Guaro for irrigation of avocado trees that have been planted on previously unirrigated land”.
– “Just behind the old mill ruins… water is pumped from the river to an enormous, recently built pool, located in what used to be the Cortijo Colodra or Guerrero, which is used to irrigate various avocado plantations.” Full article: https://www.surinenglish.com/malaga/axarquia/environmentalists-denounce-illegal-20230214161312-nt.html

MALAGA

Malaga’s Declining Bee Population Boosted With 47 Million Bees:
– The first hives of the Smart Green Bees project (promoted by the technology company LG) have been placed on a farm in the Los Montes natural park, which have been brought in to help this demographic recovery of the Spanish bee. Repopulating the Peninsula with 47 million specimens of Apis mellifera iberiensis, better known as the Iberian bee, is the objective of a project that has been launched in Spain to reverse the disappearing trend of this native breed of bees which is necessary for the preservation of ecosystems.
– The Iberian, or Spanish, bee, is the only species native to the Peninsula, but its population is shrinking rapidly due to factors such as drought, diseases that affect the species and the lack of profitability in the ‘cottage industry’ for beekeepers. This is due to the fact that the breed is not the most efficient for honey production. – The acceleration in inflation compared with the previous month was also more significant in the province than the average for Spain. In Malaga, inflation rose from 6.1% in December to 6.7% in January, compared with the rise from 5.7% to 5.9% recorded for the country as a whole.

Nicola Sturgeon quits to let new leader build case for Scottish independence:
– Nicola Sturgeon resigned as Scottish first minister on Wednesday, saying her dominance over her party and the country was no longer the asset it once was in the fight for an independent Scotland. She said on Wednesday she would stand down as first minister and leader of the SNP once a successor was found.
– Sturgeon told a news conference in Edinburgh that while she believed there was majority backing for independence in Scotland, the SNP needed to solidify and grow that support. “To achieve that, we must reach across the divide in Scottish politics,” she said. “And my judgement now is that a new leader will be better able to do this. Someone about whom the mind of almost everyone in the country is not already made up for better or worse.” Full article: https://www.reuters.com/world/europe/scottish-first-minister-sturgeon-resign-bbc-2023-02-15/

HEALTH

The price of Health in Andalusia, 750 euros a day in the ICU: {Translation}
– The order of the Regional Ministry of Health, which updates and develops the system of agreements and contracts with private companies to provide health care, imposes a maximum price on the aspiring firms: 750 for a stay in an Intensive Care Unit (ICU); a maximum of 3,000 euros for a complete radiotherapy treatment; or a maximum of 238 euros for a lymphoscintigraphy.
– These are some of the prices established by the Regional Ministry of Health in the aforementioned Andalucia order, which has sparked controversy by incorporating changes that lead to the advance of privatisation of the public health service in Andalucia.
*Maximum amounts*
– Among the diagnostic tests, the maximum price for a mammography is set at 46.81 euros in the aforementioned Andalucia order; a diagnostic ultrasound of the heart has a value of 70.35 euros, according to the Regional Ministry of Health, while a PET-CT Fluor PSMA (prostate-specific membrane antigen) has a maximum price of 1,749 euros. These are the prices that the Andalucia regional government is prepared to pay, as a maximum, to companies that wish to opt for a health services agreement.
– Among the surgical procedures: excision of the local prostate has a value of 1,812 euros; ligation of haemorrhoids, 912.76 euros; and total knee replacement, 6,456.25 euros.
*Fees for family doctors*
– One of the changes with the greatest impact on the system of public health care agreements concerns the entry of private companies into health centres, a historic measure in the SAS. The possibility of private companies breaking into the consulting rooms has been rejected outright by the main central organisations.
– The maximum fees for these public services according to the Junta de Andalucia:
Primary Care Medical Consultation: 65 euros
First consultation: 150 euros
Subsequent consultations: 90 euros
High Resolution Consultations: 215 euros
– The trade unions UGT, CCOO and CSIF have rejected outright the Junta de Andalucia’s plans to privatise health centres through agreements with private companies based inside and outside the Andalucia region. “The Regional Ministry of Health has to backtrack on this order, which nobody knew about, and which includes the possibility of contracting private companies for consultations in primary care, which seems to us to be a real aberration. It also shows the inability of the Regional Ministry of Health to solve the problems of the Andalucia Health Service”, denounces Antonio Macías, spokesperson for Health in UGT-Andalucia.
– For his part, CCOO-Andalucia Health spokesperson Luis González, explains: “We demand more staff, more budget, more resources and organisational improvements in our health centres; and of course we reject the proposals for the privatisation of Primary Care that have been made public. Primary Care is in serious danger because of the policies of the Andalusian government. We call on all workers and all users to make a common front in defence of Primary Care”.
– This Thursday, the trade unions UGT, CCOO and CSIF are again holding protests in all Andalusian provinces. Source, Spanish: https://www.malagahoy.es/andalucia/precios-Salud-euros-estancia-UCI_0_1766523832.html

NATURE

Mass death of sea lions from bird flu suggests virus may be spreading between mammals in the wild- are humans next?:
– Hundreds of dead or dying sea lions have washed up on the beaches of Peru since January. Before dying, the animals – majestic carnivores that can weigh up to 350 kilos – had been suffering from agonizing convulsions and struggling to swim. Nothing like this had ever been observed in the region. A scientific team of Peruvian and Argentine researchers has now confirmed that the mass mortality of the sea lions is due to the A(H5N1) bird flu virus, which has jumped from seabirds to these wild mammals. Researchers are not ruling out a terrifying hypothesis: that the virus may have learned to spread from mammal to mammal, as it apparently did on a Spanish mink farm. It would be the first time that this has occurred in nature.
– A total of 634 sea lions have been found dead in Peru. The leading theory is that the mammals were infected one by one, independently, by living with sick birds or eating their corpses, according to Argentine biologist Sergio Lambertucci, one of the leaders of the investigation. The scientist, however, points to a concerning episode on January 27, when a hundred dead sea lions were found floating in the waters of Isla Asia, less than 60 miles (100 kilometers) south of Lima, the capital of Peru. “It wouldn’t be strange if a few of them had eaten infected birds, but all of them?” says Lambertucci.
– The pathogen has jumped many times from bird to mammal, even to people in exceptional cases. In these case, however, there has not been mammal-to-mammal transmission. Scientists fear that the virus could mutate and cause a deadly pandemic among humans. Photo: AFP.
