News Note: With Sanchez’s announcement calling for elections a flood of news articles have been released. I’ve included a few long articles today to try and cover the important points.

SPAIN

Sánchez calls general elections for November 29: {Trans, summary}
– After hours of uncertainty, Prime Minister Pedro Sánchez announced on Monday that he is dissolving Parliament and calling elections for November 29. The defeat of the housing decrees precipitated the early elections, although Sánchez presented it as more than just a way out of the parliamentary deadlock: a choice between his continued leadership {Which is a laundry-list of miserable failures that resulted in this electoral mess: Ceuta,Train wreck, Natural disasters of rain & fire, Blackout, Chaotic mass migrant regularization, Health services debacles with strikes & waiting lists & mammogate, all botched or fudged. -Ed.} or “handing the country over to a far-right coalition.”
– {Everyone to the right of far-left Sanchez is far-right in his view, typical socialist propaganda– if you oppose him you are a radical right-wing extremist. He’d rather deny a moderate position even exists, before admitting his socialist fantasy is a withering minority as evidenced by his loss in the last popular elections. This divisive strategy to gain support by the old divide-and-conquer has lost momentum and is costing him votes, as ‘middle-of-the-road’ is still the majority of the public despite Sanchez’s ravings, and the public knows this. -Ed.}
– Sánchez urged Spaniards to decide what kind of government they want for themselves and for Spain, and, in a speech reminiscent of a campaign rally, contrasted the continuity of his project with the “far-right wave” advancing in other countries. While acknowledging “mistakes” and unresolved issues, he argued that to achieve “more” he needs to “renew and broaden the support of the people.” Source, Spanish: https://www.20minutos.es/nacional/sanchez-convoca-elecciones-generales-para-29-noviembre_7044734_0.html

Lies, lies, and more lies! Not a single truth in Sánchez’s economic triumphalism announcement: {Translation link}
– In his first campaign rally—even before announcing the snap election—Sánchez once again boasted of an economic performance that simply does not exist.
– In the country he portrayed in his appearance at Moncloa Palace—a vision of Spain that exists only in his imagination—Sánchez once again spoke of growth, employment and Spaniards becoming wealthier. None of it is true—not the first, nor the second, and certainly not the third. Full article in English on Google Translate:

Pedro Sánchez’s snap election ends the first legislature without a budget in Spain’s democratic history, but still manages to collect record levels of personal income taxes: {Trans, summary}
– Never before in democratic history has a legislative session ended without the approval of a General State Budget (PGE), the law that serves as the cornerstone and foundation for all government policy, beyond purely economic decisions. The government has been unable to pass the budget due to a lack of sufficient parliamentary support and has also failed to submit the 2027 budget, which was in the process of being drafted, to Congress.
– The snap election announced this Monday by the Prime Minister, Pedro Sánchez, has turned the 15th legislature, which began after the elections of July 24, 2023, into the first to be carried out entirely with the public accounts extended, those of 2023, which have also become the longest-lasting.
– These measures were automatically extended for the third time on January 1st, after the Government approved the necessary agreement at the last Council of Ministers meeting of the year. The economic effects have been evident. Since the 2023 Budget came into effect, the State has increased its spending by 14% and Social Security by 20%.
– The State collected €172.916 billion in taxes up to August, a figure never before reached. €49.876 billion was collected from Personal Income Tax alone, a 21% increase, due to the rise in employment, but also to the rise in nominal wages, the increase in contribution bases, and regulatory changes.

On October 17th, the 400 prefix will be used for all commercial calls: {Trans}
– October 17th marks the end of an era for business calls in Spain: according to the regulations provided, companies must use the 400 prefix when making outbound business calls. This measure affects freelancers, SMEs, contact centers, and companies with multiple providers, even with customer consent. The key to preparing for this date is clear: review your phone numbers, request the 400 range from your provider, configure your caller ID , and test the system before launching any campaigns. If you currently use a landline or mobile phone for sales, it’s time to review your entire process.
– The reference information places the origin of the obligation in a resolution with effect from April 17, 2026, and a six-month adaptation period. That calculation leads to October 17, 2026. That is why two different expressions appear: a date of legal effect and another date from which operators could apply the blocking to commercial calls that do not use the 400 number.
– This guide was last updated on October 5, 2026. The information used to draft it does not include the number or full text of the official resolution, so any company should check the current version on the CNMC website, the BOE (Official State Gazette), and their operator’s communications before making any legal decision. This distinction is important: the legal obligation is one thing, and the technical configuration recommended by the provider is another. Never Let A Serious Crisis Go To Waste (-Rahm Emanuel)* – The Government plans to approve the housing decrees again in the Council of Ministers on Tuesday, so they can be passed by a socialist controlled committee rather the full congress that blocked its first attempt: {Trans, summary}
– The Government intends to approve the two royal housing law decrees again in the Council of Ministers this Tuesday, after they were overturned last Friday in Congress and their rejection has led to the calling of early elections for next 29 November, according to the announcement made this Monday by the President of the Government, Pedro Sánchez.
– Thus, as Moncloa sources have confirmed to Europa Press, the Executive’s objective would be to approve both decrees again tomorrow at the ordinary meeting of the Council of Ministers, although they do not specify whether it will be the same wording or a new one.
– If these decrees are approved again and taking into account that this Monday the elections will be officially called and, therefore, the Chambers will be dissolved, the decrees would have to be validated in the Permanent Deputation of Congress, which is a kind of reduced Lower House. This body is made up of a total of 69 deputies from the different political formations and, unlike the Plenary, the sum of PP, Vox and Junts – parties that voted against the first of the decrees – does not represent an absolute majority, here the PSOE and partners may be able to gain a majority. See image below, created with ChatGPT from the ref link, for a clear explanation.

All the government’s social laws that lapse due to Sanchez calling early elections– vicarious violence, asylum law, and minors and networks: {Trans, summary}
– The snap election announced for November 29 by the Prime Minister, Pedro Sánchez, leaves many social policies proposed by the PSOE-Sumar coalition government up in the air, some of which are already in parliamentary process and will lapse due to the dissolution of the Cortes Generales.
– Specifically, the Vicarious Violence Law, which passed its first hurdle in Congress on September 30, will be withdrawn from the Ministry of Equality. The law classified this type of violence as an aggravating circumstance of gender-based violence, stipulated the automatic deprivation of parental rights for parents convicted of abuse, and explicitly prohibited those convicted of vicarious violence from speaking about the crime for up to 20 years.
– Similarly, the Comprehensive Organic Law against Trafficking and Exploitation of Human Beings, pending second-round approval by the Council of Ministers, will not be enacted. Last June, Minister Ana Redondo argued that the approval of the European Directive on Trafficking in Persons required a reformulation of the text and that she did not want to create a “legal botch job.” Also pending is the Law to punish LGBTI conversion practices, which had already passed the Congress and was currently in the Senate.
– Likewise, the reform of article 43 of the Constitution to protect abortion, which is currently being processed in parliament, will also not go ahead.
– Meanwhile, the Family Law, stalled in Congress, will languish at the Ministry of Social Rights, and the lack of a General State Budget will prevent the passage of one of Sumar’s most desired measures: the universal childcare allowance. Furthermore, when Minister Pablo Bustinduy took office, he also championed the Social Services Law, which his predecessor, Ione Belarra, had promoted in the previous legislature, but this law has not even been reviewed by the Council of Ministers.
– The Ministry of Youth and Childhood is one of the promoters of another regulation that will not see the light of day, the draft Organic Law for the protection of minors in digital environments, which is currently in the presentation phase in Congress, with the main objective of restricting the access of minors under 16 years of age to social networks.
– Furthermore, the reform of the Organic Law on Comprehensive Protection of Children and Adolescents against Violence (LOPIVI), approved in its first reading in May of this year, is also pending. This law establishes the guarantee of being heard by minors and the removal of parents accused of abuse from their homes. Similarly, Minister Sira Rego stated in an interview with Europa Press that she intended to bring a Foster Families Law to the Council of Ministers after this summer to promote foster care and adoption, a bill that will now also not be enacted.
– The proposed Youth Law is in the same situation, for which Rego assured that he was already negotiating the draft with the PSOE and in which he wanted to include voting from the age of 16.
– Regarding immigration, he will not see the new Asylum Law and the reform of the Immigration Law, two draft bills approved by the Council of Ministers in the first round to adapt to the European Pact on Migration and Asylum.
– Also on the subject of immigration, although it has been ratified, there is a Decree-Law on Immigration that is being processed as a bill in Congress. In the event of early elections, it will remain in force as published in the Official State Gazette (BOE), having already been ratified. This is the reform of Article 35 of the Immigration Law to establish the mandatory distribution of unaccompanied minors in cases of immigration contingencies.
– In addition, the Executive was studying another decree to speed up the processing of asylum applications in Ceuta, which would allow, among other things, dispensing with UNHCR in the examination of applications. ANDALUCÍA

The housing protest encampments in Granada, Malaga and Seville decide to remain after the announcement of the early elections: {Trans, summary}
– The housing protests in Seville, Malaga, and Granada will remain for another night, camped out at the Metropol Parasol (Las Setas de la Encarnación), the Plaza de la Constitución, and the Congress Palace, respectively, after the announcement by Prime Minister Pedro Sánchez, in an institutional declaration at the Moncloa Palace, of early elections for November 29.
– Speaking to Europa Press, Rosa Galindo, spokesperson for Un Techo por Derecho in Malaga, explained that “even before hearing the news we had decided to continue the encampment,” adding that the encampment “has its own roadmap, regardless of the scenarios that may arise.”
– Galindo indicated that they hold an assembly every day at the encampment in the Plaza de la Constitución around 7:00 p.m., although on Monday “it was decided that there would be a specific assembly of Málaga para Vivir” to work on the “roadmap for the general strike for housing.” Thus, today (Tuesday) there will be an assembly of the encampment, where they will assess “what the continuity will be” of it, which has already been going on for over a week, with approximately 125 tents.
– In Granada, the more than one hundred people who have been camped out since Saturday night on the esplanade of the city’s Conference Center to demand measures in favour of access to and the right to housing and against evictions say they will maintain their encampment there.
– In the case of Seville, the encampment for the housing located in the Setas de la Encarnación, like the case in Malaga, has decided to remain after learning of the Executive’s announcement of early elections, although the permanence of the encampment will be subject to the general feeling of the assembly that will be held at 8:00 p.m.

The PP unfurls a large banner on the facade of its Madrid headquarters- “Finally” (Por Fin): {Trans}
– The People’s Party has unfurled a large banner on the facade of its national headquarters in Madrid, after Pedro Sánchez announced elections for November 29, with the message “Finally” and the image of a ballot box.
– The PP leader himself, Alberto Núñez Feijóo, emphasized this message both at the beginning and end of the institutional declaration he offered after learning the date of the elections, in which he appealed for change to close a “dark chapter” and open the “national reconstruction” in Spain. “Finally. Finally, Spain will say what it thinks, finally the majority will speak again. Finally, the Spanish people will decide. Not a few, not just one, all the Spanish people,” the leader of the People’s Party began.
– And before concluding his remarks, Feijóo called on citizens to go to the polls on the 29th so that a “profound, honest, and necessary” change can take place in Spain. Source, Spanish: https://www.malagahoy.es/espana/pedro-sanchez-convoca…

Queen Letizia brings back her infallible oversized plaid suit from Hugo Boss at the start of her trip to Finland– in photos:
– Queen Letizia’s chosen look for the start of her visit to Finland prioritized comfort for the more than four-hour flight ahead, recycling one of her go-to outfits since debuting it in 2020. It was an oversized gray suit by Hugo Boss with a Prince of Wales check pattern and small blue lines, consisting of a long, double-breasted blazer and high-waisted, wide-legged trousers. It’s an ‘executive’ style that she completed with a simple white shirt and black leather ankle boots with a square heel, discreet jewelry and her hair loose with a side part.
