News Note- Human moderation is superior: Just 6 hours after I posted the editorial comment about the dangers of high speed rail in Spain (02:20 Wed), another major high speed train wreck with dozens of fatalities occurs (08:54 Wed). Spooky, no? Just another example of how DigameXtra readers are the best informed people on the street. Coincidence? No, it’s just what happens naturally when you ride the crest of the news wave with a little human common sense and intuition. While most, if not all, of the Spanish news outlets these days are Artificial Intelligence (AI) generated articles, lacking any human insight, DigameXtra’s human moderated content provides insights AI cannot match. Rail Tragedy in Toledo– at least 68 dead after two trains collide between Los Yébenes and Urda: {Trans, summary}
– The major train accident in Urda (Toledo) at 08:54 Wednesday has left at least 68 dead and 18 critically injured, according to figures released by the Government of Castilla-La Mancha. The regional president, Emiliano García-Page, has warned that not all bodies have yet been recovered, so the death toll could rise. Emergency teams are using heavy-duty cranes to lift the train cars and access the most damaged areas.
– The collision occurred Wednesday morning at kilometer marker 118 on the Madrid-Seville line, between Mora y Orgaz and Urda. According to Transport Minister Óscar Puente, a Renfe AVE high-speed train rear-ended an Iryo train that was stopped. The impact caused several carriages to derail and fall down an embankment. The causes of the train accident are still under investigation. Source, Spanish: https://www.larazon.es/sociedad/accidente-trenes-toledo… & Video Link

Only 901 of the 163,355 naturalized citizens under the grandchildren law can prove descent from exile and will be able to vote: {Trans, summary}
– In a system like Spain’s, where certain seats are decided by narrow margins, the territorial distribution of votes can be more relevant than their overall national weight. This does not mean that any manipulation of the election results has been proven, but it does explain the importance of the courts clarifying any doubts before the vote, and why the Sanchez administration is so eager to permit these outside voters.
– The controversy surrounding the electoral use of the so-called “grandchildren law” has become a serious legal setback for Pedro Sánchez’s government. Just over a month before the November 29th general election, the government has had to acknowledge that only 901 of the 163,355 naturalized citizens affected by the Supreme Court’s precautionary suspension have so far proven their status as descendants of exiles. As a result, 162,454 people lack the required certification to participate in the elections, after the high court intervened to prevent a potentially irregular expansion of the electoral roll from affecting the electoral process.
– The figure is particularly significant because it highlights the enormous gap between the number of people included in the contested naturalization process and those who have managed to provide documentary evidence of meeting the requirements established by the Supreme Court. The government had defended the legality of the procedure, but the judicial intervention has forced a review of the files and the identification of those affected before the elections.
– The controversy stems from the application of the Democratic Memory Law, passed in 2022, which opened a path to granting Spanish nationality to descendants of people who had to leave Spain for political, ideological, or persecution reasons. However, a subsequent government directive introduced a presumption of exile for those who left the country between July 1936 and December 1955, without requiring individualized proof of the political reasons for their departure.
– This bizarre administrative interpretation is precisely what has triggered the legal conflict. Vox and Iustitia Europa denounced the risk that thousands of people would be added to the electoral register of absentee residents without having proven the circumstances that justified their access to nationality through this route.
– The Supreme Court ruled that there were sufficient grounds to intervene as a precautionary measure and suspend the electoral effects of the affected registrations. The decision does not revoke the Spanish nationality of those registered , but rather temporarily prevents them from voting in the upcoming general elections while the dispute is resolved. ANDALUCÍA

Town Halls Come Under Scrutiny– More then half fail to submit mandatory reports & certifications: {Trans, summary, explainer}
– The Andalusian Court of Audit has exposed widespread non-compliance by local town halls and public entities. More than half failed to submit the required annual lists of agreements or negative certificates for 2022 (53.46 per cent, or 478 of 894) and 2023 (54.25 per cent, or 485 of 894). Even higher proportions, 82.55 per cent in 2022 and 87.36 per cent in 2023, missed the legal deadlines entirely.
– For agreements exceeding €600,000, the failures were severe. Nearly half of the 2022 files and 86.72 per cent of the 2023 files arrived late. Sixteen files in 2022 and 25 in 2023 were never sent at all, despite the legal duty. Documented incidents of unreported high-value agreements totalled €31.16 million in 2022 and €20.85 million in 2023. Almost none of the examined files carried the required electronic signature, and the submitted data contained repeated errors, omissions and incorrect economic commitments amounting to millions of euros.
– These systematic breaches undermine transparency and proper accountability. The Court has urged local authorities to end the culture of non-compliance, train staff properly, strengthen internal controls and ensure complete, timely and accurate reporting. Source, Spanish: https://www.teleprensa.com/andalucia/sevilla/camara-cuentas-detecta…
Explainer– GrokAI explains the enforcement problems that allow towns to ignore regulations & reporting requirements:
– Limited enforcement tools exist, but they are weak and mostly indirect. Under the Law of the Andalusian Court of Audit (Ley 1/1988), the Cámara de Cuentas can:
*Formally demand the missing information with a new short deadline.
*Notify the superiors of those responsible and propose that disciplinary or other responsibilities be pursued.
*Report persistent non-compliance to the Andalusian Parliament, the regional government, or the local council itself.
– The Cámara de Cuentas of Andalucia does not have the power to impose fines, coercive penalties, or automatic sanctions itself. In recent reports the Cámara has explicitly recommended legislative changes to give it the ability to levy coercive fines for failures to submit required information (including on agreements, contracts and internal control). That power has not yet been granted.
– Non-compliance with the broader duty to render accounts is classified as a “very serious” infringement under transparency and good-governance rules, but enforcement of any actual penalties depends on other authorities acting on the Cámara’s reports. There have also been political proposals to link regional funding transfers to proper compliance, but these are not automatic. In short, this is a government system that relies mainly on publicity, formal demands and political pressure rather than direct, effective sanctions.

MALAGA PROVINCE

Police on alert due to calls for violent Halloween gatherings in Malaga– Officials deny documented threats exist: {Trans, summary of 2 articles}
– Police in Málaga are monitoring a chat group involving more than 100 young people who are discussing plans to loot luxury shops during Halloween night.
– Messages circulating on social networks and messaging apps call for attacks on high-end stores and large retail outlets in Málaga city, Marbella and Fuengirola. The calls explicitly imitate the recent disturbances in Barcelona and Bilbao, which involved riots, burning containers and damage to street furniture and businesses. In Barcelona those earlier events led to 130 arrests (76 of them minors) and 15 injured officers.
– Participants in the Málaga chats have identified specific commercial areas, suggested distraction tactics against police and listed tools they intended to use. Recruitment appears to begin on TikTok with viral videos and QR codes before moving to Telegram or WhatsApp groups. Some planned meeting points have already been cancelled after police presence became known.
– The Government Subdelegation in Málaga {with their heads you know where…-Ed.} has stated there is “nothing planned” in the city! {That’s what authorities said days before the Ceuta invasion, ignoring thousands of social media posts promoting the crossings! Here another assault is promoted on social media, and again the gov’t ignores it. -Ed.} Investigators are examining whether the radical youth network known as Blocus (previously seen in France, Belgium and Italy) is involved or whether the messages are false alarms designed to create panic. Security forces remain on heightened alert for 31 October, with the possibility of extra deployments if the threat continues. NERJA

A forest fire in Nerja mobilizes four Infoca aircraft: {Trans, summary}
– A wildfire broke out on Wednesday afternoon in the Sierras de Tejeda, Almijara and Alhama Natural Park within the municipality of Nerja. The blaze is located in the vicinity of Pico del Almendrón, an iconic peak standing at an altitude of over 1,500 metres.
– According to the Andalusian Regional Government’s Infoca Plan, the alert was first raised at 12.59pm. Initial response teams included two groups of forest firefighters, an operations technician, two environmental officers, and a fire engine. Due to the steep, inaccessible terrain featuring deep ravines and rocky slopes, ground crews were immediately reinforced with four aerial assets: two ground-based cargo aircraft, one medium-lift helicopter, and one heavy-lift helicopter.
– Shortly after 2.30pm, Infoca significantly scaled up the emergency operation between La Puerta and El Tajo del Almendrón as the fire remained uncontrolled. The reinforced deployment now comprises two Forest Fire Reinforcement Brigades (BRICA), nine forest firefighter teams, three operations technicians, two environmental officers, and two fire engines, alongside the four active aircraft. Nerja Cave puts its shop up for auction: {Trans, summary}
– The Nerja Cave Public Services Foundation is seeking a company to manage the monument’s 65-square-meter shop located next to the cave entrance in Plaza de los Descubridores for four years, with the option to extend for two more. The annual fee will be the greater of two amounts: €85,000 or 18% of net sales. Bids are accepted until December 3rd.
– There is a solvency requirement of €370,098.98, which the tender specifications refer to as the average annual contract value. To be eligible, a company must have invoiced at least this amount in its best year of the last three years and demonstrate, during the same period, similar projects with a cumulative value equal to or greater than this amount. Companies with less than five years of experience are eligible for an alternative: demonstrating master’s degrees in tourism and heritage, or equivalent qualifications. There are many other requirements for the operation, and the bidding process is complex. The feasibility study estimates start-up costs of 95,350 euros (50,000 for furniture, 6,350 for computer equipment and 39,000 for audio guides), a staff of one manager and two assistants and a profit for the company of 173,821 euros in six years. {Not exactly a gold mine, is it? €29,000 profit per year to support 3 employees, with no cost of living increase for the 6 year term. The Caves have proven they can’t manage a concert series, and it’s my guess they are no better at retail. -Ed.} Source, Spanish: https://cronicasdelaaxarquia.com/economia/cueva-nerja-saca-concurso-tienda-empresa-pagara-menos-85-000-euros-ano

Why are they sexualising our teenagers? The Nerja Cultural Centre hosts an educational activity on sexuality for teenagers: {Trans, summary}
– Third-year students of Compulsory Secondary Education participated this Tuesday at the Villa de Nerja Cultural Center in the educational monologue “Why Not Talk About Sexuality”, an activity organized by the Youth Council to promote responsible sexual education among teenagers.
– The initiative is part of the “Cities Against Drugs” prevention program, subsidized by the Andalusian Regional Government, which seeks to promote healthy habits and offer young people educational tools to address issues related to their personal development. {Excuse me, where do family values and parental discretion fit into this? Is abstinence before committed relationships, or the problems of single-parenting, even mentioned? -Ed.}
– The session was led by Silvia Pérez, a social educator, sexologist, and sex therapist specializing in sexuality, relationships, and gender. During her presentation, she focused on pornography and the distorted and unrealistic image it can convey about sexuality and personal relationships.{Oh great, lets all look at some sick, deviant hard-core porn and discuss the unrealistic expectations it projects. Ain’t it wonderful to be a liberal? -Ed.}
– With these types of initiatives, the Youth Council seeks to strengthen prevention and education as tools so that young people can make informed decisions and build relationships based on a more realistic and responsible view of sexuality. MIDDLE EAST

Netanyahu wins, but without a majority:
– Partial results from Israel’s general election show veteran Prime Minister Benjamin Netanyahu is leading his rival, former military chief Gadi Eisenkot, but is still short of a majority in parliament.
– With 85% of ballots counted, and an estimated 77.7% turnout, Netanyahu’s Likud party and its far-right and ultra-Orthodox Jewish allies were on track to win 53 seats in the 120-seat Knesset. Eisenkot’s Yashar party and three other Jewish opposition parties in his bloc were set for 48.
Both leaders have said they will try to form a governing coalition.
– Arab-led parties, who are on course to win an unprecedented 19 seats, could emerge as kingmakers, but all but one of the Jewish parties have pledged not to work with them.
– With between 430,000 and 480,000 absentee ballots from groups including soldiers, diplomats and hospital patients yet to be counted, it could still take a day or two for the final election results to emerge.
– Once they are confirmed, President Isaac Herzog will hold consultations with all the political factions and invite the leader whom he believes has the best chance of success to form a government – a process that could take weeks. If they fail, then ultimately there would have to be another election. Full article: https://www.bbc.com/news/articles/cmdx3knq1xexo

ENERGY CRISIS

Price Gouging Endesa earns €2 billion in 9 months, up 15%: {Trans, summary, AI analysis}
– Endesa reported a net profit of €1.962 billion for the first nine months of 2026, up 14.7% on the same period last year.
– Adjusted net profit (excluding one-off items) rose 22.5% to €2.125 billion. The company confirmed its full-year target of adjusted net profit above €2.4 billion. Source, Spanish: https://www.teleprensa.com/nacional-3/economia/am-endesa-gana-1962-millone…
– {GrokAI analysis: Endesa’s latest results expose textbook price gouging. While households and businesses continue to struggle with elevated electricity bills, the company has pocketed a 14.7% rise in net profit to almost €2 billion and a 22.5% jump in ordinary profit. The real scandal lies in the regulated distribution arm: EBITDA (Earnings Before Interest, Taxes, Depreciation and Amortization) there soared nearly 25% thanks to legislation that created a new regulatory framework and retroactive adjustments that customers ultimately fund. Regulated activities now deliver almost half of group EBITDA, handing Endesa safer, fatter returns extracted from captive consumers. Revenue in 9 months climbed 9% and overall EBITDA 8.4%, well above the 3.6% overall inflation rate for that time period, yet management still congratulates itself on “solidity” and “predictability.” This is not efficient operation or genuine value creation; it is a utility leveraging regulatory capture and market power to transfer wealth from customers to shareholders. Record profits amid persistent cost-of-living pressure are not a success story. They are evidence of a system that protects corporate margins first and treats ordinary users as a captive revenue stream. Ref: https://countryeconomy.com/countries-cpi/spain}

HEALTH

Nearly 21,500 people have died in Spain so far this year while waiting for dependency care, meanwhile authorities claim they are doing a good job: {Trans}
– More than 21,400 people died in Spain during the first nine months of 2026 while waiting for an assessment of their dependency needs or for a benefit to which they were entitled, according to the State Observatory on Dependency. The report, published by the State Association of Directors and Managers of Social Services, puts the number of people still awaiting some form of administrative procedure or care at the end of September at 236,736.
– The figures have once again brought the effectiveness of the care system under scrutiny, following the announcement by Pedro Sánchez’s government of an additional €6.2 billion in funding for dependency care for 2026 and 2027. The association warns that waiting lists are shrinking at an insufficient pace and calls for mechanisms to ensure that the resources provided translate into tangible improvements in benefits and services.
– Of those still awaiting care, 150,760 had already been officially recognized as entitled to a service or benefit but had not yet received it. Another 85,976 were waiting for the authorities to assess their level of dependency. The average time taken to process applications reached 314 days, 27 days less than at the beginning of the year, but still well above the maximum period of 180 days established by law. Murcia recorded the longest average waiting time, at 529 days, followed by Asturias at 413 days and Andalusia at 402 days.
– The regional breakdown also reveals significant disparities. Catalonia had 67,319 people awaiting some stage of the process, Andalusia had 39,505, the Valencian Community had 33,350, and the Canary Islands had 14,638. Together, these four regions accounted for approximately 65% of all recorded cases.
– The average monthly allowance for family-provided care stood at just €260, while financial assistance linked to a place in a residential care facility averaged €545 per month. The home-help service provided an average of 39 hours of assistance per month.
– The Ministry of Social Rights, however, deflects criticism, maintaining that the overall trend is positive. In its third-quarter review, it states that the waiting list, defined according to failures to meet legally established deadlines, had fallen by 22.7% year on year, and that the system had reached a record 1,748,901 people effectively receiving benefits or services.

TRAVEL

Renfe blocks ticket sales between Andalusia and Madrid until December: {Trans}
– Passengers planning to travel by train between Málaga and Madrid should keep a close eye on developments following the tragic accident in Urda, Toledo, on Wednesday. Renfe has suspended ticket sales for high-speed services on the Madrid–Andalusia corridor until 13 December, affecting rail connections to Málaga province.
– For the time being, no new tickets are being sold for journeys along this corridor for the period specified by the operator. However, 13 December should not be taken as a definitive date for the line’s reopening. The situation may change depending on the progress of repair work and the decisions made over the coming days.
– One of the main concerns for passengers in Málaga is how long they will have to wait for high-speed rail services to Madrid to resume. At present, no confirmed date has been announced for the resumption of services.
– Adif has yet to confirm how long rail traffic will remain suspended along the corridor affected by the accident. The duration of the disruption will be key to determining when passengers can resume their journeys as normal and when Renfe can reopen ticket sales for the dates currently blocked.
– The disruption also affects other operators running high-speed services between Madrid and Andalusia. Ouigo has announced that its trains will remain suspended until at least Monday 2 November, inclusive. Passengers are therefore advised to check the latest announcements from the operators before making travel arrangements.
– Until there is greater clarity on when the connection can be restored, anyone planning to travel by train from Málaga should follow official updates on the line’s status and service arrangements. Whether Renfe can resume services before December will depend on Adif’s decision to reopen the rail corridor. Source, Spanish: https://www.axarquiaplus.es/renfe-bloquea-la-venta…

STRANGE NEWS

The Ol’ Switcheroo– Up to seven and a half years in prison for those involved in the ‘coffin case’ scam: {Trans, summary}
– The Provincial Court of Valladolid convicted seven people of continuous aggravated fraud on a mass scale after an investigation proved the systematic substitution and reuse of coffins at the funeral firm El Salvador for nearly two decades.
– At least 5,688 original coffins were removed, bodies were cremated in cheaper ones, and the originals were resold, generating illegal profits above €1.3 million and affecting thousands of families whose consent was invalidated from the contract stage.
– Ignacio Morchón V, head of the business group, received the longest sentence of seven years and six months. His sisters Rosario and Laura were given seven years and six years six months. Four other employees received terms between three years three months and five years nine months, two of the latter also fined €3,600 and one fined €3,000. Sixteen other defendants were acquitted. The court rejected charges of corpse desecration, criminal organisation, money laundering and document forgery.
– The seven must pay civil compensation exceeding €8.4 million (plus €1,000 per affected funeral service and extra sums for three people left with psychological harm), with subsidiary liability on the linked companies.
