SPAIN

Here Comes Rent Control- PSOE and Unidas Podemos negotiate to limit the price of apartments that are rented for the first time even if they are from small owners: {Translation}
– Negotiations to unblock and approve once and for all the housing law are picking up cruising speed. PSOE and Unidas Podemos asked Congress last week to enable the month of January to hold the necessary parliamentary sessions to process the text, and are in talks to extend the mechanism for regulating the price of rents, the star measure of the law. Specifically, both formations are negotiating that the price limitation will affect small homeowners in stressed areas who rent their apartments for the first time, so that they cannot rent them for a higher price than the one established by the Government.
– The housing bill approved by the Council of Ministers at the beginning of last year, which has been stranded in Congress since then, focuses on establishing limitations on price increases for apartments that are already on the rental market. The case of current contracts is the simplest: when the rental contract expires for a property located in an area designated as a stressed market, tenants will be able to ask their landlord – whether an individual or a company – for a one-year extension, extendable up to a maximum of three years. As long as the stressed zone declaration remains in force, the landlord will be obliged to accept this extension of the contract at the same price that the tenant was paying, and will only be able to revalue the rent according to the CPI.
– The bill also establishes limits for new leases of apartments that were, however, already rented previously. Large housing funds that want to make a new contract are obliged to lower the price up to the ceiling established by the Ministry of Transport, while small owners who lease their apartment could not raise the installment with respect to the previous contract, unless they carry out improvement works in the apartment, which would allow them an increase of up to 10%.
– However, the regulation, as it came out of the Council of Ministers, leaves an important hole open, since it does not establish limitations for small landlords to set the price they wish for their homes located in stressed areas when they put them on the market for the first time, precisely because there is no previous contract to take as a reference to freeze the quota. That is what they are negotiating to change, the PSOE and United We can, since they bet that these properties that come out new to the rental market can only be leased at a maximum price set by the Government.
– This would imply, in practice, that those small homeowners who put themselves for rent for the first time would be treated in the same way as large housing funds. That is because the bill that came out of the Council of Ministers already prohibits large landlords from renting out their apartments located in stressed market areas above the ceiling set by the Ministry of Transport, without making any distinction between whether they are leasing them for the first time or whether they are homes that have already had tenants.
– This extension of the scope of the rent regulation is still under negotiation, so it cannot yet be considered closed. On the other hand, PSOE and Unidas Podemos have agreed to reduce from ten to five the number of dwellings that a person must own to be considered a major tenant, the figure that is subject to a greater number of restrictions in the housing law. And there is also agreement between the two -and with ERC and EH Bildu, whose vote is essential to approve the law- to reduce the period of 18 months from the implementation of the law that was initially established as the period in which the rental regulation mechanism would not be applied.
– Some leaders venture that the text could receive the green light from Congress and the Senate at the end of January or the beginning of February, in line with what the Minister of Transport, Raquel Sánchez, pointed out last week, who was confident that the parliamentary procedure would be closed “in the next few weeks”. FRIGILIANA

National Geographic places Frigiliana among the 100 most beautiful villages in Spain: {Translation}
– The prestigious National Geographic magazine has selected Frigiliana among the 100 most beautiful villages in Spain. The municipality of Axarquia and Casares are the only two towns in the province of Malaga that are included in this list of “the essential rural destinations to travel to in 2023”.
– The editors of the National Geographic Travel section introduce in the article that the Axarquia is a “land of radiant light and fertile soil” that “extends in the east of the province of Malaga, between the Mediterranean and the Sierras de Alhama, Tejeda and Almijara. Its hills are dotted with bright white villages and they grow vines, olive and almond trees, along with tropical species such as custard apple, mango and avocado introduced in recent decades. The generosity of this territory has led to the settlement of various cultures throughout history. Phoenicians, Greeks and Romans passed through here, although it was the Arabs who left their mark on the architecture, with villages of narrow, winding and steep streets, as well as on the gastronomy”.
– The magazine describes that Frigiliana “has the church of San Antonio, whose bell tower is the minaret of a former mosque. El Barribarto, its old center, invites you to stroll through streets with whitewashed walls adorned with flower pots, while discovering stairways, passageways and hidden courtyards, and corners with tiles that tell stories and local legends. The village clings to a hill where the remains of a castle erected in the ninth century are mingled”. UK

Britain’s satellite hopes undimmed by mission failure:
– Britain’s hopes of becoming a leading destination for the launch of small satellites remain intact despite the failure of the first mission, the country’s business minister Grant Shapps said on Tuesday. Hours after the plan to launch nine satellites ended when Virgin Orbit’s (VORB.O) rocket suffered an anomaly which prevented it from reaching orbit, Shapps said another attempt would follow.
– The latest mission had been heralded as a historic first for Britain and Europe as it would have been the first time satellites had been sent into orbit from western Europe.
Shapps said he remained hopeful for the Newquay site as well as other potential spaceports in Britain. “There’s another six locations in the UK, including a couple in Scotland, in Wales, so there’s a big chunk of money and export and jobs to be had from international space,” he said. TECH

Panasonic introduces smart glasses for the visually impaired:
{Translation}
– Panasonic has introduced smart glasses for people with audiovisual disabilities with which promises to provide the support they need to improve their mobility and autonomy.
– To create this device the technology manufacturer has joined Biel Glasses, a ‘startup’ based in Barcelona that develops a technology that combines both artificial intelligence (AI) and mixed reality (MR) and robotics. Thus, this solution combines Panasonic’s 5.2K HDR virtual reality glasses with Biel Glasses’ low vision technology, which uses AI and robotics to interpret the scene, and MRI to adapt the vision available to the user.
– The two companies believe that, thanks to this innovation, “mobility problems caused by low vision, which are aggravated when there is loss of peripheral vision, are solved,” as they have advanced in a statement. In this way, these smart glasses allow users to perceive obstacles and other risks and dangers so that they can move around safely and independently.
– To make this possible, AI and robotics are responsible for analyzing the circumstances surrounding the user and analyzing, in real time, the elements captured by the cameras and sensors.
– In this first phase, potential hazards to mobility, such as obstacles, steps or holes, are detected. MRI is then used to warn the user so that he or she can perceive them by means of graphic signals adapted to the user’s remaining vision.
– To carry out this adaptation, optometrists adjust the functions of the smart glasses according to the specific conditions and needs of each individual. In this way, the degree of vision is improved through optimal image processing, with adjustment of zoom, illumination and contrast, among other features.
– Panasonic emphasize that the technology that integrates this device has achieved a compact size, light weight and low power consumption by adopting uOLED display panels and lenses ‘pancake’.
– Both companies that developed this solution, which has been tested at CES 2023, have indicated that they will continue to promote technological development and clinical verification to continue launching this type of solution.
