SPAIN

The water restrictions you may see in Spain this summer: Much of Spain is currently in the midst of one of the worst droughts it has seen in years. Water restrictions are already in place in some regions, but experts predict the situation is set to worsen. It’s looking like water restrictions are more and more likely and in some areas of the country they have already been implemented. So, what type of restrictions can you expect this summer? Pool filling, daily water cuts, reductions for parks/gardens/services, and other possibilities. Government blames autonomous regions for leaving half of the funds for desalination and water treatment plants against drought unspent: {Translation, summary}
– Far from apologizing, the Government spokeswoman, Isabel Rodríguez, has insisted that the Executive is “accelerating” the investments in hydraulic works, with the commitment to dedicate 6,500 million euros to it, and pointed to the autonomous governments as possibly responsible for the fact that last year the investments in this type of works reached only 49% of the foreseen money.
– If we compare the budgets for 2022 and 2023 of the public companies responsible for sanitation infrastructures and the construction of treatment and desalination plants, Acuaes- for the inland and northern river basins of Spain, and Acuamed- for the Mediterranean basins, of the 152.1 and 58.7 million that, respectively, were consigned in the 2022 accounts, only 59.2% and 32.3% were actually invested.
– Rodriguez has insisted that the commitment of the Ministries of Agriculture and Ecological Transition is to invest 6,500 million euros in works “not only against drought, but for all investments in water policy”, in works that are not only already being executed but have been intensified. “Indeed, they are being executed. We have accelerated the pace of execution,” said the minister spokeswoman. Just months after President Sanchez eases corruption penalties to please his friends in Catalonia, Brussels says “Not so fast!”:
– The European Commission proposes a maximum penalty of at least 5 years for embezzlement offenses throughout the European Union, according to the proposal for a directive presented Wednesday to criminalize corruption offenses and harmonize penalties on the continent. This proposal would force Spain to reform the crime of embezzlement again, just months after the previous highly touted reforms, now toughening the two sentences it eased in the last penal reform. TORRE DEL MAR

Torre del Mar residents- ‘We don’t want another summer of noise and filth’:
– Weekend Beach festival, Torre del Mar fair, Elrow…for the residents of the area to the west of Torre del Mar, known as SUPT-11 and SUPT-12, summer 2022 was a never-ending ordeal of noisy, dirty large-scale events on their doorstep after two years of peace and quiet during the Covid-19 in 2020 and 2021.
– The approximately 3,000 residents living in the area have written an official complaint to Vélez-Málaga town hall about the noise, dirt and inconvenience of having up to 150,000 visitors descend on the normally quiet neighbourhood throughout July and August.
– After organising a protest in September 2022, they have hired a law firm and have filed an administrative complaint against the Vélez-Málaga town hall as a first step to continue with criminal and civil actions if their request to find an alternative location for the summer macro events in the town is not met. – The City Council of Velez-Malaga has also advanced through its social networks the programming of the Teatro del Carmen next week with some new features. On Wednesday 10 and Thursday May 11 will be the Teatro La Carpa, within a school campaign. EUROPE

EU Backs Dutch Scheme to Forcibly Shut Down Thousands of Farms:
– On Tuesday, the European Union’s governing bodies officially backed the Dutch government’s plan to buy thousands of farmers off land to meet the EU’s Natura 2000 program to protect certain environments. About 3,000 so-called ‘peak’ emitters of nitrogen could be shut down under this plan, which provides farmers with 120% of the value of their farms.
– It was not clear until this week whether the EU would allow such schemes, which could run counter to regulations surrounding state aid and subsidies. Brussels said the plan was “necessary and appropriate” because it met the broader goals of the European Green Deal. “The positive effects transcend free market distortions,” the statement added.
– In addition to plans to buy farms with “peak” emissions, or eventually force them to sell if they refuse, the government is offering dairy, pig and poultry farmers a 100% trade in value. In total, around €1.4 billion is expected to be set aside for both farm closure plans.
– If the plan goes ahead, it will not only hit Dutch agriculture, one of the most productive in Europe, but could also affect other countries, given some of the terms of the takeover scheme. The terms say that Dutch farmers are prohibited from moving to other countries and setting up farms abroad, wasting their knowledge and expertise.
– But the plan to close thousands of farms is by no means complete, given that it needs to be managed largely at the state level. The emerging Tractor Protest, which backs the BBB party, not only became the largest party in the Dutch Senate in March, but also one of the largest at the state level, where many farms are located. PM Rutte’s coalition has also had some cracks, with the CDA party sceptical of a general crackdown on nitrogen emissions following the BBB party’s unexpected victory.

CULTURE

The irrepressible rebirth of the Bauhaus women:
– Maybe you’re reading this article under a flexo light, not realizing that the lamp with a flexible arm was invented by a Bauhaus student. You almost certainly don’t know that the student was a woman named Marianne Brandt. After the legendary German school of art, architecture, craftsmanship and design celebrated its centennial in 2019, the public slowly began learning about the long-overlooked role of women in that creative, utopian experiment wedged between the two world wars. It was not an insignificant role since around 50% of the students were female.
– The Bauhaus school opened its doors just after World War I and admitted students who had fought on the front lines, as well as women who had volunteered with the Red Cross. During that post-war period of pain and misery, the Bauhaus avant-garde and idealistic mindset had to swim against strong currents. “It’s important to understand the historical context,” said Dakota Hernández. “Because of the war, women entered the workforce en masse, which greatly affected society because women were now important in public life.” But in a world steeped in machismo, the vibrant Bauhaus environment enabled its women to become role models of disruptive modernity.
– Marisa Vadillo, a professor at the Universidad de Sevilla, who published her third book (2021) based on her doctoral thesis on the women of the Bauhaus school, calls it an experiment and “the last humanist school in the world.”
– The masterful and unforgettable project to merge art and life is once again thriving at the European Commission’s New European Bauhaus initiative.

Football News- Lionel Messi, Argentina forward to leave Paris St-Germain at end of season:
– Lionel Messi will leave Paris St-Germain this summer at the end of his current contract. The Argentine World Cup winner had reached an ‘agreement in principle’ to extend his stay for another year but neither club nor player now want to sign the deal. Messi is unconvinced the club can compete at the top of the European game, due to financial issues, while the French champions want to focus on developing young talent. He signed a two-year deal in Paris in 2021 with an option to renew for another year but that will now not be activated.
– The 35-year-old was suspended by PSG for two weeks on Tuesday after travelling to Saudi Arabia without the club’s permission.
– He has interest from Inter Miami in Major League Soccer and an eyewatering offer of about 400m euros (£354m) to play in Saudi Arabia for a year with Al-Hilal.
– Barcelona and Messi would be keen on securing a dream return for the forward to the Nou Camp but, with the La Liga leaders facing severe financial difficulties, a move back ‘home’ looks increasingly unlikely. Photo: Getty. Full article: https://www.bbc.com/sport/football/65465532

ARTIFICIAL INTELLEGENCE (AI)

Innovations In Artificial Intelligence Are Not A Passing Fad Whose Consequences Are Being Exaggerated! These Are Transformative Technologies That Will Be With Us For A Very Long Time. The Wave Of Innovation Sparked By AI Will Change The World Far More & Far Faster Than Smartphones Did: {Infotorial, El Pais, summary}
– …It’s always a good idea to be skeptical of any new technology that, we’re told, will “change everything.” Typically, it’s just a lot of hyperbole and exaggeration, and the world doesn’t really change much after all. But sometimes, rarely, a new technology comes along that does set off profound and permanent changes in the lives of billions of people. Today, humanity finds itself facing one such moments. This time everything really will be different.
– The so-called “large language models”- which are not limited to the high-profile ChatGPT from OpenAI – are a type of artificial intelligence that can understand and generate human language, as well as automate functions that until now have required human beings. Other forms of AI have learned to identify and turn huge volumes of text, images, sounds, voices and videos into perfect imitations. They can produce complete sentences, answer any type of question, and can perfectly reproduce voices that cannot be detected as imitations. They are also able to learn a person’s voice and use it in a conversation with another individual who does not know they are talking to an AI-powered computer.
– These models have an infinite number of practical applications. The fight against climate change and the diagnosis and treatment of serious health problems are being tackled more effectively thanks to the use of AI.
– All of this is happening very fast. A report from UBS Bank reports that ChatGPT reached more than 100 million active users just two months after its launch. TikTok took nine months to reach that number, while Instagram took two and a half years. ChatGPT is the fastest adopted technology in history.
– Those who try these technologies are surprised by their immense possibilities. But those who know them intimately and understand the risks they carry can easily see the global chaos they could engender. Scientists, business and security agencies that are heavily involved in the development of AI are raising the alarm about the rapid spread of the new technology. In a recent interview with Fortune’s Alan Murray, Tom Siebel, the head of a major AI group, repeatedly called the risk associated with these technologies “terrifying.” Elon Musk has said that AI could cause “civilization destruction.” Full article: https://english.elpais.com/opinion/the-global-observer/2023-05-03/this-time-its-different.html
