‘Torremolinos International Jazz Day’ will bring together a host of international artists from April 28 to 30:
The event, promoted by the Torremolinos City Council, will feature free concerts in Plaza Costa del Sol. Various performances will take place throughout that weekend.

Survey: About a month ago I received a letter from the Junta about a survey to be conducted by somebody who would come to the house and ask me questions about my health and welfare. Covid was mentioned and in such a way that I thought it was a bit late to be talking about certain aspects of social distancing etc. then I saw the date on the letter which was 29 July 2022. I assumed that this letter had been lost in the black hole of Correos, and forgot all about it.
Yesterday somebody turned up to conduct the survey! If you have received one of these letters (8,500 will be participating) the survey is still going on. She was with me for an hour asking hundreds of questions about everything from how far do I walk, what I eat, what I do, how I feel, do I have any help etc. etc. It was an exhausting process, in the letter it says that the interview will be conducted outside the house because of Covid restrictions. Thank God it was inside as I at least had a seat. So, if you have had one of these letters, be warned.

To achieve this, they established a 2% cap on these increases, which the Council of Ministers extended to 2023. Now, according to the information shared by ERC and Bildu, this limit will be set at 3% in 2024 and, from 2025 onwards, a newly created index will be used, the calculation of which is not yet clear, explain sources at the Rent Negotiating Agency. It should be remembered that rental contracts are usually signed for one year and can be extended up to five if the owner is a natural person and seven if it is a legal entity. During this period of validity, there is the possibility of making updates every twelve months, and the tenant cannot be evicted unless the landlord proves that he needs the house for himself or a relative
– Are these increases automatic? No. In the case of contracts signed after 2019, these increases can only be applied if the text includes a clause that provides for the update for each year, explains Víctor Palomo, a lawyer at the Centre for Advice and Social Studies (CAES) and the Tenants’ Union. For this reason, they always recommend that, if the landlord tries to implement it when it is not included in the document, the tenant should refuse and continue paying the same as before. “However, we have encountered landlords who take it after the deposit,” she adds.
– Does the cap also apply to new leases? No. This 2% cap on leases in 2023 and 3% in 2024 applies only to upgrades, and landlords will be able to continue to set the price they consider appropriate when signing a new contract.
– However, the long-term objective of the law is to establish a cap in stressed areas, for which it has already started to take steps, according to sources at the Rent Negotiating Agency. In this sense, the autonomous communities will be able to define in their territories the stressed market areas in order to establish price limitations there.
– To achieve this, the law no longer differentiates whether the owner is a company or an individual, as was the case before. The only existing distinction from now on between landlords is the number of homes they own: the definition of large holder is reduced from ten to five properties.
– How do these stressed areas work? To declare an area as stressed, one of two conditions must be met: the average mortgage or rent charge (plus expenses) must exceed 30% of the average rent of tenants in the area, or the price must have risen three points above the CPI in five years. There, landlords with five or more dwellings will be obliged to charge rent at a price within a “range” set by the Ministry of Transport using an index, yet to be calculated, according to the same sources.
– Small landlords, the first time they put a property on the market, will have to set the rent according to the same index. When the property has already been rented previously, the previous contract will have to be taken as a reference, “although it is not clear if it is the same or modified in any way”. The agency criticises the fact that the law makes “all the effort in controlling prices”, as they consider it fundamental to “increase the housing stock”.
– BONUS INCENTIVES FOR LANDLORDS TO LOWER RENTS. To favour this scenario, there will be “bonuses for homeowners in stressed areas if they lower their prices”. They will be able to get tax relief of up to 90% if they reduce the cost by at least 5% compared to the previous contract and up to 70% if they put a home on the market and rent it to a young person aged between 18 and 35 or to the public administration so that the latter, in turn, rents it out as a social rental.
– WHAT ABOUT ESTATE AGENTS’ FEES? Another major novelty of the law concerns real estate agencies: it will always be the landlords and not the tenants who pay their expenses and fees when signing a rental contract. The usual “plus one month’s agency fee” in many Internet rental advertisements will disappear. Furthermore, it will be forbidden to increase the fees beyond what is stipulated by forcing tenants to pay community fees or municipal taxes.

Spanish PM apologises over sexual consent law reform loophole:
– Spain’s Prime Minister Pedro Sanchez apologised in an interview published on Sunday to victims of sexual abuse over a sexual violence law that included a loophole enabling at least 978 imprisoned offenders to get their sentences reduced or ended early.
– The “Only Yes Is Yes” law, which arose partly as a result of public outrage over the so-called Wolf Pack case, centred on consent and was meant to resolve cases where defendants were convicted of the lesser crime of sexual abuse because victims had not resisted out of fear.
– But because the new law carries a lower minimum sentence – the result of merging the crimes of sexual abuse and aggression – it has enabled some perpetrators convicted before it took effect to successfully seek reduced sentences or early release. “Some of these releases or reviews are not final, they can still be appealed. But in any case, there has been an undesired effect that we have to resolve,” Sanchez said in an interview with El Correo newspaper.

The Junta bans barbecues in open spaces due to the high risk of forest fires: {Translation}
– Citizens residing in Andalusia will not be able to barbecue in open spaces as of 25th April. Another Golf Course Approved, along with 2900 new homes, this time in Churriana: {Translation, summary}
– Málaga continues to take steps towards the construction of the 2,900-home macro-urbanisation in Rojas Santa Tecla, in the district of Churriana. The latest of the moves has been made this Friday at the Local Government Board, where they have approved a modification of the urbanisation project, increasing by 3.8 million the expected amount to introduce elements of the golf course next to the houses in the works.
– The project {pic}, which was approved last October in Plenary, includes phase 1 of the planned golf course project (which consists of two execution periods), whose initial works include actions that cannot be separated from the surrounding urbanisation of the sector.
– Phase 2 of the golf course project – which will have 18 holes on 500,000 square metres – will correspond entirely to the private owners and will have to be authorised by means of a building permit independent of the rest of the project.

“EU warns Spain over expanding irrigation near prized wetland”
The European Union has warned Spain that it won’t tolerate renewed plans by regional politicians in the country’s south to expand irrigation near the prized Doñana wetlands, which scientists and ecologists say are in danger of drying up.
The European Court of Justice condemned Spain for neglecting the wetlands in 2021. That was followed by a first letter from Fink-Hooijer urging Spain to take action. The central government responded with a plan to speed up the closing of illegal wells near the park, a plan to reroute surface water from a nearby river basin, and by pledging 350 million euros ($377 million) to protect the reserve.

Casarabonela to celebrate its most traditional dish during Día del Pipeo: Casarabonela will celebrate it’s Día del Pipeo on Saturday 22 April, an event dedicated to the town’s most traditional recipe: pipeo, a hearty dish made with artichokes, pulses, lettuce, potato, onion, garlic, almonds, egg, parsley and breadcrumbs, and seasoned with extra virgin olive oil, paprika and cumin. The festival, organised by the town hall and the Almena Women’s Association, will feature free tastings, live music, a market and guided tours of the town. In addition to making pipeo for around two thousand people, the members of the association, along with chef Ignacio Carmona, a gastronomic advisor for Sabor a Málaga, will give a live cooking demonstration to show visitors how to prepare the dish, which evolved from the ‘years of hunger’, when meat was scarce. ALMUÑÉCAR

New town plan for Almuñécar open for public consultation:
– Residents and interested parties are able to consult Almuñécar’s draft new general urban plan (PGOU). The document has been available since 3 April and, according to the town hall, will be “available for 45 days” from that date. It can be accessed at the offices of the Town Planning department (Urbanismo) from Monday to Friday from 9am to 2pm, according to the Town Planning councillor, Javier García. The new General Plan was approved by the town hall on 10 March.
– García stated that the new plan includes the capacity to build around 4,000 homes, a new fair ground and in La Herradura a new bus stop will be built, meaning that users will no longer have to cross the national road.
