SPAIN
As elections near, Sánchez announces that he will use €4Billion in EU funds to finance the construction and rehabilitation of 43,000 homes for “affordable rental”: {Translation, summary}
{Does he really have the authority? Will EU regulators and the Spanish Parliament approve? There are doubts. Being so close to elections, this looks to many like a publicity stunt. -Ed.}
– The aim, according to Sánchez, is to “put an end to the difficulty of accessing decent housing”, something he described as a “huge problem” after giving different data showing a difficult situation. In his speech, he said that Spain is the fourth country in the European Union in which more people have to make “a financial effort to pay rent”; rent has risen by 45% per square metre; and that one and a half million people spend more than 40% of their salaries on renting.
– The president has reaffirmed his commitment to “leave behind” the “neoliberal model enshrined in the PP’s land law”, and has repeated the commitment he made last weekend in Valencia to reach 20% public housing, although without a date. At present, this percentage stands at around 2.5% and the European average is 9%.
– Sánchez, who thus insists on making housing the central issue of the campaign with less than a month and a half to go before the regional and municipal elections, recalled what has been done during these years in government: from the eight-fold increase in the budget (from 470 million in 2017 to 3,500 million in 2022) to the 200 euro youth rent bonus, through the 2% cap on rent rises introduced in the two aid packages for the war in Ukraine. “This has made it possible to alleviate the situation of many, but we know that it is not enough,” he reiterated.
– In his speech, the head of the Executive also wanted to “thank” ERC and EH Bildu, whom he did not mention, but he did refer to them for their “effort” with the housing law, which the Government unblocked last Friday after months of uncertainty. In this sense, he also wanted to say to the PP and the regional presidents who have already announced that they are not going to apply it “or that they are going to appeal it, without even having read it…To the parties that continue with the outdated neoliberal recipes, I remind them that laws are complied with and that the housing law will be complied with”. (Yeah Mr. Sanchez, like your illegal lockdown laws that wrecked the economy? Quit talking like a king, your credibility is at an all time low! -Ed.) ANDALUCIA
Junta de Andalucía to approve new drought decree:
– Next week, the Andalusian regional government will (most likely) approve a new drought decree, the third it since the current emergency situation began, with an investment of 163 million euros. Twenty-five per cent of this amount will go to direct aid to the primary production sectors most affected by the lack of water. The sum of the amounts invested so far with the two previous decrees was 140 million euros.
– The decision to approve this third drought decree was taken during the meeting of the Junta’s Committee of Experts held on Tuesday 18 April, after which the President of the Junta, Juanma Moreno, called on the government to take coordinated action to tackle a problem which, he warned, has become a regular feature and is a direct consequence of climate change. Moreno also criticised Pedro Sánchez’s government’s opposition to water transfers, reservoirs and desalination. “What is the water policy of this government,” he asked after recalling that the Junta only has jurisdiction over a third of the Andalusian reservoirs.
– The president explained that the prolonged lack of rainfall, with five consecutive years with less rainfall than in the previous year, is compounded by high temperatures which has led to evaporation in the reservoirs, which stand at less than 30 per cent of their capacity. Human consumption in the large cities is guaranteed for the moment, although it is possible that restrictions will be imposed in some inland Andalusian towns and villages this summer.

Call to close Andalusia’s 109 golf courses during the drought: {Translation}
– The parliamentary group Adelante Andalucía has proposed on Wednesday that the government of Juanma Moreno should close the 109 golf courses in the region for the duration of the drought, arguing that these facilities use the same amount of water consumed by one million people per year.
– The spokesman for the Mixed-Adelante group, José Ignacio García, made this demand at a press conference after warning that the pressing problem of drought is already causing restrictions in the water supply to farmers and that the “intensive” irrigation model in the community is “absolutely unsustainable”. Faced with the possibility of water shortages for “many” Andalusians this summer, he called for the closure of the 109 golf courses in Andalusia, a quarter of those in the country as a whole, as an exceptional situation, he said. “A golf course is radically unsustainable. The 109 golf courses use the same amount of water consumed by a million people per year,” he warned.
– According to his data, one square metre of golf course consumes between 1,500 and 2,000 litres of water, and if it is an 18-hole course it consumes the same amount of water as a population of between 15,000 and 20,000 inhabitants, which is why he pointed out that it is impossible to understand why there are restrictions on farmers, forecasts of cuts in human consumption and golf courses being maintained. “This is Moreno Bonilla’s model and we have to decide where to put the needs of the people,” he demanded.
– García questioned, on the other hand, that the Andalusian Government’s aid to farmers is a “patch that does not solve” the problem and criticised the fact that Moreno goes to Brussels to ask for aid for the drought and at the same time wants to authorise “intensive” irrigation in the Northern Crown of Doñana and in the rest of the community. In his opinion, the irrigation system implemented by the Junta “only benefits” the big fortunes, the investment funds that own the land in Andalusia.

Olive pollen already reaches extreme levels:
{Translation, summary} 19/04/2023 12:25
– Olive tree pollen has shot up in the last 24 hours to an extreme level, with 611 grains per cubic metre of air, according to measurements taken by the University Hospital of Jaén. The unseasonably high temperatures – around 30 degrees Celsius in the inland countryside of Andalusia – and the lack of rainfall for more than a month and a half have favoured the flowering of the olive tree.
– The concentration of the pollen has gone from 170 grains per cubic metre of air on Tuesday (red level) to 611 today, Wednesday (extreme level). The rest of the species fluctuate between the medium level of quercus, urticaceae and grasses to the low level of cypress, pine and shade plane trees.
– All in all, the Allergology Unit of the Jaén hospital anticipates that this season will be mild to moderate, although specialists ask allergy sufferers to take extreme precautions, especially in provinces such as Jaén, with 67 million olive trees.
– Low yields as a result of the drought have lowered pollen levels in olive trees in recent years. The record concentration remains in May 2015, when it exceeded 19,000 grains per cubic metre of air.

Lyrid meteor shower- How to watch ‘fireballs’ drop to Earth during the annual shower’s peak this week:
– The annual Lyrid meteor shower will peak this weekend, and the mostly moonless skies will make it a great time to spot fireballs, bright meteors visible for a few seconds. The second meteor shower of 2023 after January’s Quadrantids, the Lyrids are expected to peak at 9:04 p.m. EDT on Saturday (April 22) (01:06 GMT on Sunday, April 23), according to EarthSky. At that time, Lyra, the constellation the Lyrids appear to come from, will be highest in the night sky as seen from Europe and Africa.
– However, no matter where you’re located, it will be worth looking for meteors immediately after sunset on Saturday, to glimpse another splendid sight: the slim crescent moon hanging just below the bright planet Venus in the west. Around 18 “shooting stars” per hour are expected during the peak, each with a velocity of around 29 miles per second (47 kilometers per second), according to the American Meteor Society (opens in new tab), which calls the Lyrids a medium-strength shower that can produce fireballs. Fireballs are caused by meteoroids the size of large marbles, according to the Natural History Museum (opens in new tab).
