Hi Naythan: Your editorial about using (or not to use) AI was interesting. I don’t use AI much at all, but it sneaks through into various elements that you can’t ignore. I agree that it’s here to stay, but unfortunately, I’m convinced that it will be at the root of everything in the near future. It might even take over TV programmes, and not just news channels. I wonder, in the next 5 to 10 years, how much of what we see and hear will be 100% accurate.
I’m sure other readers have their views, which I will look forward to in the future.

Editor’s Note On AI Use: Years ago I claimed I would never use Artificial Intelligence (AI) generated content in DigameXtra. However, as AI now dominates the news pages and search results, it has become unavoidable and won’t be going away any time soon. There is no way to know if articles I post from other sources are AI created or not. Also, AI is now indispensable as a research tool for editors; the old search engines are rubbish now. I will do my best to fact-check & moderate AI content. l will flag content I create with the aid of AI as such. However, I, or AI, may make occasional mistakes. If so, I will correct them asap, as with the MOT article last week. Welcome to the Brave New World! -Ed..

SPAIN
Sanchez Admin Thinks They Have Outsmarted The Courts On Regularization: {Trans, summary}
– The Spanish Government is openly racing against the judicial clock, banking on speed to render any adverse court ruling meaningless. It knows that the Supreme Court may refer its migrant regularisation decree to the European Court of Justice, but it calculates that the CJEU will take many months to decide – long after the process has finished.
– Meanwhile, the Executive is deliberately accelerating approvals, having already admitted over 360,000 files. Once a residence permit is granted, the ministry brazenly claims it cannot be revoked, even if the measure is later found illegal {Not true, see comments below. -Ed}. This is a cynical tactic: exploit administrative haste to create irreversible facts on the ground, daring the courts to catch up. The Government pretends to respect judicial scrutiny, yet it is transparently using procedural delay as a shield against accountability. It even boasts that the European tribunal cannot withdraw permits already issued, as if that excuses pushing through a policy before any legality check can take effect. {What they fail to mention is that the Supreme Court or the CJEU can force Spain not to renew the permits, which require annual renewal. The permits granted under this policy are not permanent regularisation. They are initial one-year residence and work permits, intended as a temporary entry point into legal status, not an automatic path to permanent residency. -Ed. Ref: https://blogs.law.ox.ac.uk/border-criminologies-blog/blog-post/2026/05/stepping-out-ordinary-spains-regularisation }
– The underlying message is clear – if we move quickly enough, we can bypass judicial oversight entirely. This is not good governance; it is a deliberate end-run around the rule of law, dressed up as efficiency. The Government’s confidence in its legal case is secondary to its confidence in the clock. It is counting on time, not justice, to protect its decision from reversal. Source, Spanish: https://www.20minutos.es/nacional/gobierno-acelera-con-regularizacion-ante-las-dudas-juridicas-supremo-no-puede-retirar-permisos-ya-concedidos_7008828_0.html
Not so fast Pedro…
The Sanchez administration is distorting the laws related to reversing regularizations should the courts deem them illegal: {DigameXtra with DeepSeek AI assist. AI can make mistakes, confirm all critical info independently.}
– Based on the principles of Spanish Administrative Law, the Government’s assertion that the permits are “irrevocable” is highly questionable and legally weak, even if they are trying to make it a reality through administrative inertia.
– The core of their argument relies on the idea that the legal principle of consumación (“completion”) protects the administrative act once it is granted. While it is true that administrative acts are presumed valid and produce effects from the moment they are issued, this presumption is not absolute and can be challenged retroactively if the act is declared null and void. {Ref: Article 73 of the Spanish Contentious-Administrative Jurisdiction Act (Ley de la Jurisdicción Contencioso-Administrativa)}
– Here is a breakdown of why their position is legally precarious:
– Nullity is Retroactive: Under Spanish law, if an administrative act is declared absolutely null (nulidad de pleno derecho), it is as if it never existed. This nullity operates retroactively (ex tunc). Therefore, a subsequent judicial ruling declaring the regularisation decree illegal would provide the legal basis to retroactively invalidate the permits and prevent their renewal, as they were granted under an illegal norm.
– The “Irrevocability” Claim is an Administrative Strategy: The Government is aiming for a practical “fait accompli.” By processing a million files, they are trying to create massive social and administrative entanglement. If the Supreme Court or the CJEU strikes down the law, the Government would likely argue that revoking the permits would cause “disproportionate harm” to the migrants and the State’s resources.
– The CJEU Can Bind the State: The CJEU’s rulings are binding on Spanish courts. If the CJEU determines the decree violates EU law, the Supreme Court would be forced to apply that interpretation. While the CJEU cannot directly revoke the permits itself, the Spanish Supreme Court would be obliged to order the administration to retroactively annul them.
– In short, the Government’s current stance is a political and operational tactic to rush the process. It is not a solid legal guarantee, but rather a bet that the practical and political costs of revoking the permits later will outweigh the legal obligation to do so.

Spain heat wave kills over 1,000 in second-hottest June ever:
– More than 1,000 people died from heat-related causes during the recent heat wave in Spain, as the country recorded its hottest first half of the year on record, officials said on Wednesday. Spain’s Carlos III Health Institute said in a report that at least 1,028 heat-related deaths were reported during the heat wave last month. This number was more than double the 407 recorded in June 2025. This was also the most deaths attributed to heat in June since 2015. ANDALUCÍA
Vox thwarts Moreno’s first attempt to become president of Andalusia again and leaves the door open for a second vote: {Trans, summary}
– The Popular Party leader Moreno needed an “absolute majority” on Tuesday, meaning at least 55 votes in favor, but only secured the 53 votes from his own party, compared to the “no” votes from Vox (15 seats) and the three left-wing parties: PSOE-A (28), Adelante Andalucía (8), and Por Andalucía (5).
– In Thursday’s vote and subsequent ones, Moreno will only need a “simple majority” (more “yes” votes than “no” votes), so several abstentions would suffice, although all parliamentary groups have ruled out that option.
– Tuesday’s vote has triggered the countdown to a possible repeat election. If no candidate secures the confidence of the House within two months, Parliament will be automatically dissolved and elections will be called, to be held on Sunday, October 25. A beach in Almería receives the black flag due to radioactive contamination, other black flags & warnings issued in Andalucia: {Trans, summary}
– Quitapellejos beach, in the Almería town of Palomares, has just been awarded a black flag for radioactive contamination due to the presence of plutonium and americium in the area. However, this is not related to a current spill, but rather to the 1966 nuclear accident.
– Ecologists in Action has included this Andalusian beach in its annual report analyzing Spain’s nearly 8,000 kilometers of coastline and awarding 48 flags—two for each coastal province—to denounce cases of pollution and mismanagement along the coast.
– The organization reports that, following the collision of two US military aircraft, which resulted in the dropping of thermonuclear bombs and the release of radioactive material in Palomares, the area has still not been completely decontaminated. This means that residual plutonium and americium remain in the soil. Furthermore, there is a risk that potential urban development projects in the area could disturb this contaminated land and disperse radioactive particles once again.
– But this won’t be Almería’s only black flag. Each province has two awards from Ecologists in Action. The area surrounding the Punta Entinas-Sabinar Nature Reserve, between Almerimar and El Ejido, has received one for mismanagement. The reason is the construction of infrastructure such as the breakwaters of the Almerimar marina, which have altered the natural movement of the sand. The report points to a progressive coastal erosion, with a loss of beach area and degradation of dune systems and protected habitats.
– The Andalusian coast has been awarded more black flags. The Huelva Estuary has received one due to persistent pollution and the accumulation of industrial projects. Isla Cristina’s Central Beach has been singled out for the alteration of the dune system caused by the construction of the promenade. The Bay of Algeciras, in Cádiz, appears in the report due to urban and industrial waste and intense port activity. The report also warns of urban sprawl in sensitive coastal areas between Vejer, Barbate, and Tarifa, impacting natural spaces of high ecological value. La Charca beach, in the Granada town of Salobreña, has received a black flag for episodes of pollution and spills that have even led to restrictions on bathing, while Los Berengueles beach, in the municipality of Almuñécar, has been singled out for the transformation of the coastline associated with new urbanizations.
– Warnings without black flags are also mentioned. Malaga has two critical points: Maro beach, due to possible discharges of untreated wastewater, and the former Marbella Leisure Residence, where Ecologists in Action denounces the loss of opportunity to recover dune systems in the face of new tourist projects. Source, Spanish: https://www.20minutos.es/andalucia/almeria/playa-almeria…
FRIGILIANA
The mayor of Frigiliana is among the seven under investigation following the raid on the Town Hall: {Trans, Updated 14:41 July 1}
– The Mayor of Frigiliana (Málaga), Antonio Herrero (PSOE), is among those under investigation in the proceedings being heard by Court No. 1 of the Civil and Criminal Section of the Court of First Instance of Torrox, relating to various offences connected with the town council, which was searched this Tuesday. At present, seven individuals are required to appear before the court as suspects.
– Officers from the Civil Guard searched the town hall of that Málaga municipality, located in the Axarquía region, from the early hours of this past Tuesday and for more than 12 hours, along with other municipal premises. Specifically, four searches were carried out in the town, during which items relevant to the inquiry were seized, according to the force. {Some sources say the mayor’s home was also searched. Ref: https://www.malagahoy.es/provincia/pp-exige-dimision-alcalde-frigiliana_0_2007264693.html -Ed.}
– Meanwhile, the High Court of Justice of Andalusia (TSJA) has reported that the court has lifted the seal of secrecy on the summary of these proceedings, in which offences including administrative prevarication, misappropriation of public funds, procurement fraud, organised crime and influence peddling are being investigated.
– According to the TSJA, no arrests have been made, but there are individuals under investigation, including the mayor and other councillors, who will be summoned to give evidence by the court in the coming weeks. The Civil Guard has specified that, in connection with the searches carried out in Frigiliana, seven people have been summoned to appear as suspects.
– The search of the town hall continued throughout the day. At its conclusion, the mayor assured the media present that investigators had been gathering data and invoices and making photocopies.
– The PSOE in Málaga expressed their “utmost respect” for the investigation, called for “prudence” and offered their “full co-operation” following the actions taken, of which, they said, they had become aware through the media.
– Likewise, following the revelation of these searches, the PP’s provincial co-ordinator for Málaga, Cristóbal Ortega, demanded explanations from the PSOE in Málaga “for yet another alleged socialist corruption scandal in the province”. – The body was found near the A-7 highway, close to a gas station {pic}. HEALTH
Health Dept. Finally Proposes Long Overdue Increases In Compensation, & Other Benefits For Resident Doctors (Now they may actually be able to attract candidates for all the empty positions offered, if the reform passes): {Trans, summary}
– The Ministry of Health has proposed reducing on-call shifts for resident physicians (MIRs) from 24 to 17 hours and improving their training allowance. The department, headed by Mónica García, launched a public consultation on Wednesday regarding a reform of the decree regulating the employment relationship of residents, almost 20 years after its initial approval. Proposals for the new decree, which aims to modify the on-call system, will be collected until July 22nd. In addition to modifying the on-call system, the proposal also seeks to introduce changes to work schedules, rest periods, compensation, conflicts of interest, and occupational risk prevention.
– The Ministry of Health proposes updating the payroll system and improving the training level supplement “from the first year,” linking it to the knowledge and responsibilities acquired during the years of residency. Thus, the minimum percentages will be 10% in the first year, 20% in the second, 30% in the third, 40% in the fourth, and 50% in the fifth, without prejudice to the health services being able to agree on higher amounts. Alarm in the Axarquía healthcare system- the Medical Union denounces a 20% cut in summer hiring: {Trans, summary}
– The Axarquía faces a difficult summer for healthcare, according to the Málaga Medical Union. They criticise the Andalusian Health Service’s 2026 Summer Plan as poorly planned. Primary care has seen a 20% drop in replacement contracts, just when coastal populations surge, leading to afternoon surgery closures.
– At the local hospital, only one emergency doctor has been hired from authorised job postings, and no candidates have applied for the a second vacancy. No other hospital specialities have received any new summer contracts, which is worse than last year when at least two appointments were made.
– The union claims that announced budget increases have gone mostly to non-medical and managerial staff, not to doctors. Poor temporary job security and low wages discourage physicians from seeking these positions, overburdening those who remain. This will worsen care quality, extend waiting times, and increase pressure on emergency departments. The union warns that residents and tourists alike will suffer direct consequences from this shortage. – Serena Williams’ coach and her agent have both spoken out after the tennis legend lost on her singles comeback at the 2026 Wimbledon Championships. The 44-year-old fell to a 3-6, 7-6(6), 3-6 defeat to world No. 87 Maya Joint in the first round at Wimbledon in what was her first singles match in almost four years.
– The former world No 1 came under fire for choosing not to speak to the media in a post-match press conference, but she did not receive a fine.
– Williams‘ agent Jill Smoller has revealed the American sustained a knee injury during her match and cited this as the reason for her skipping media duties. “Serena tweaked her right knee at the end of the first set and was therefore excused from her media obligations by the Wimbledon and WTA medical teams,” Smoller said. “She left site that night unaided and is doing everything she can to be ready for her doubles match later this week.”
– The revelation about Williams’ knee casts doubt over her hopes of playing doubles with her sister Venus at Wimbledon after the pair received a wildcard. Full article: https://www.tennis365.com/tennis-news/serena-williams-knee-injury-team-statement-coach-speaks-wimbledon
