AUTONOMO UPDATE – Ministry of Social Security has presented a new offer of tax quotas for the self-employed – rejected by labor groups:

ANDALUCIA ELECTIONS 2022 – 19 June, 2022

Andalucia Parliament Elections Polls- Seville would stop being ‘red’ (Socialist) for the first time in the history of democracy & conservative PP are winning by a landslide in Malaga 9 seats to 4: {Translation}
-Seville, the great bastion of the Andalusian PSOE, is crumbling. The only province where it has won all the elections (general, regional, municipal and European) since the beginning of democracy is on the way to overturning the electoral statistics. The survey conducted by GAD3 for ABC puts the Andalusian PP ahead of the socialists in voting intentions for the first time, turning blue a map that has traditionally been painted red.
-The loss of socialist hegemony for 37 years in a province where the right has never won before exemplifies the end of a cycle. The PP would go from having three seats in 2018 to taking seven – the three of Ciudadanos and one more – of the 18 seats in the Andalusian Parliament that are up for grabs in the most populated constituency.
-It would be one ahead of the PSOE, which repeats with six deputies, while the left-wing amalgam would pay for its split by losing half of its deputies (one for Por Andalucía and another for Adelante Andalucía). Vox gains one representative, going from two to three.
-In the province of Seville the right has never won before, but on 19-J it could break with this electoral tradition.
The case of Seville is paradigmatic, but the reality is that the PP would win in all eight provinces. They would do so even in Huelva and Jaén, where the PSOE has beaten them in all the regional elections, although in the 2011 general elections, unlike in Seville, the PP won.
-In Malaga, where in the 2018 elections they tied on four seats, the conservative PP are winning by a landslide: double those of the PSOE (9-4). How the president of the Junta is elected after the Andalusia 2022 elections June 19th: {Translation}
-After the Andalusian elections on Sunday 19 June, the next president of the Junta de Andalucía will be elected from among the candidates who have been officially proclaimed. However, the reality is not exactly like that. The votes cast at the polls elect the 109 deputies who will form part of the Andalusian Parliament in the 12th Legislature, and it is they who will elect the president of the Junta, in the same way as the president of the Government.
-After the elections, the Andalusian Parliament will be constituted on 14 July, marking the beginning of the 12th Legislature in Andalusia. On that day, the new deputies elected by the Andalusians will take office, and it is already known that there will be many new faces, since more than half of those who have been working until now will not be taking part in these elections.
-From that date onwards, negotiations will begin in the political parties to set the administrative machinery in motion.
-For a candidate to be elected president of the Junta, he or she must obtain an absolute majority in the first ballot. In other words, of the 109 members of parliament, 55 must vote in favour of his or her candidacy. If this absolute majority is not achieved (which is more than foreseeable given what the polls say), a second vote will take place 48 hours after the first one.

This means that the abstention of the parliamentary groups has an important value because if a majority group abstains, the candidate who obtains the most votes in favour will win.
*Repeat elections*
-After the second ballot, as many ballots as necessary may be held, but if within two months no candidate obtains the necessary majority, the regional elections will have to be repeated.
-This system in Andalusia is similar to that in Catalonia and other historical regions, but not to that in other regions such as Madrid or Castile-La Mancha, where the candidate who has obtained the most votes in the elections is elected president, even if he or she does not obtain the majority support of the House.
*What the Statute says*
-This system is set out in the Statute of Autonomy for Andalusia, specifically in article 118.3
“Article 118. Election and responsibility before the courts.
1. The President of the Junta shall be elected by Parliament from among its members.
2. The President of Parliament, after consulting the Spokespersons designated by the political parties or groups with parliamentary representation, shall propose a candidate for President of the Junta.
3. The candidate shall present his or her programme to Parliament. To be elected, the candidate must, in the first ballot, obtain an absolute majority. If he fails to obtain an absolute majority, a new ballot shall be held forty-eight hours after the previous ballot, and confidence shall be deemed to have been granted if he obtains a simple majority in the second or subsequent ballots.
-If this majority is not obtained, successive proposals shall be processed in the manner provided for above. If, two months after the first ballot, no candidate has obtained a simple majority, Parliament shall be automatically dissolved and new elections shall be called by the Acting President of the Junta. Russia Seizes Severodonetsk Center as Ukraine War Turns in Putin’s Favor: Russian troops forced Ukraine’s units out of central Severodonetsk, a strategically vital city in Ukraine’s east, the Ukrainian military said on Monday as Putin’s forces increasingly press forward in the Donbas region. Putin’s troops are pushing to capture the city, as well as Lysychansk; doing so would place all of Luhansk under Russian control and grant Russian President Vladimir Putin a form of military victory. Germany moves ahead with plan to legalize cannabis sales + other new liberalization policies:
-The German government is setting in motion plans to legalize the sale of cannabis for recreational purposes, aiming to have legislation ready later this year. The pledge to legalize controlled sales of cannabis to adults in licensed shops is one of a series of reforms outlined in last year’s coalition deal between the three socially liberal parties that make up Chancellor Olaf Scholz’s government.
-Among other liberalizing plans, the government has launched a drive to remove from Germany’s criminal code a ban on doctors “advertising” abortion services. It also wants to ease the path to German citizenship, lift restrictions on dual citizenship and reduce the minimum age for voting in national and European elections from 18 to 16.
-The government also wants to scrap 40-year-old legislation that requires transsexual people to get a psychological assessment and a court decision before officially changing gender, a process that often involves intimate questions. Travelers No Longer Need To Test Negative For Covid To Fly Into US: The Covid testing requirement ended June 12 at 12:01 a.m. Those crossing into the U.S. by land or by seaport already face no testing requirements. The CDC still recommends that travelers boarding a flight to the U.S. get tested as close to the time of departure as possible, meaning no more than three days before leaving. The agency says those who are sick shouldn’t travel.

Google suspends engineer who claims its Artificial Intellegence (AI) is sentient: Google has placed one of its engineers on paid administrative leave for allegedly breaking its confidentiality policies after he grew concerned that an AI chatbot system had achieved sentience, the Washington Post reports. The engineer, Blake Lemoine, works for Google’s Responsible AI organization, and was testing whether its LaMDA model generates discriminatory language or hate speech.
-The engineer’s concerns reportedly grew out of convincing responses he saw the AI system generating about its rights and the ethics of robotics. Markets tumble worldwide, bear market growls on Wall Street:
-The pain was worldwide as investors braced for more aggressive moves from a coterie of central banks.
-In Asia, indexes fell at least 3% in Seoul, Tokyo and Hong Kong. Stocks there were also hurt by worries about COVID-19 infections in China, which could push authorities to resume tough, business-slowing restrictions.
-In Europe, Germany’s DAX lost 2.2%, and the French CAC 40 fell 2.3%. The FTSE 100 in London dropped 1.3%.
-Some of the biggest hits came for cryptocurrencies, which soared early in the pandemic when record-low interest rates encouraged investors to bid up the riskiest investments. Bitcoin tumbled another 14% and dropped below $23,400, according to Coindesk. It’s back to where it was in late 2020 and down from a peak of $68,990 late last year.

Banco Santander’s alert to its customers for security reasons: Banco Santander has launched a new alert for phishing (a phishing attempt) via email. The entity asked its clients to be careful if they receive an email that seems to have been sent by them. As a precautionary measure it asks users to avoid “downloading any file even if it says that it is sent to you by Santander.” BEWARE if you receive an email like this.
