Up to 23 Andalusian health districts have reached the zero alert level for Covid: {Translation} Updated: 09/29/2021 8:11p.m.
-Three Andalusian provinces, Cadiz, Cordoba and Jaen, will have this Thursday all their health districts in Covid incidence figures at the level of “zero” alert and may benefit from the end of all restrictions on hours and capacity in stores, hotels, leisure and cultural activities from this Friday.
-The territorial committees of Covid Alerts of Andalusia will decide this Thursday on the epidemiological situation of each of the 33 health districts of the community. In general, all those with an incidence rate of less than 50 cases per hundred thousand inhabitants at 14 days will drop from level 1 alert – in which all the districts of the community are now – to level “zero”. This is not the only parameter that will be evaluated by the health committees, which also assess the epidemiological situation with the 7-day incidence rate, the incidence in the population over 65 years of age, the percentages of traceability of infections, the hospitalization rates and the vaccination coverage of the municipalities of each district.
-At “zero” level. As of September 29, in addition to the districts of Cadiz, Cordoba and Jaen, all the health districts of Granada, with the exception of the district of Granada capital, which has an incidence rate of 54.9 cases per 100,000 inhabitants. -In these circumstances are this Wednesday only four of the 33 Andalusian health districts: Guadalquivir de Córdoba, which has the lowest rate per health district of Andalusia with rates of 17.8 and 4.9 cases respectively; the Sierra de Cádiz (with rates of 23.4 at 14 days and 6.9 a week), Jaén South (24.2 and 9.9) and Granada Northeast, just 6 tenths of 25 cases and two of the 10 infections per 100,000 inhabitants in 7 days.
-The entry into level “zero” does not imply that the districts in this situation will not be evaluated weekly in case of an eventual change in the evolution of the pandemic.
-Restrictions. Districts that reach level zero will have no restrictions as of Friday. Districts that remain at level 1 will maintain the current restrictions on hours and capacity for trade and hospitality, but from Thursday will have free capacity in theaters, museums, bullrings, concerts and sports competitions, maintaining the use of masks and greater interpersonal distance. The opening this Wednesday at the Trade Fair and Congress Center of Malaga (Fycma) of two events, Greencities, Intelligence and Urban Sustainability -dedicated to the city of the future- and S-Moving, focused on new forms of mobility. The two forums have been held jointly for a couple of years now because of the synergies of the two concepts. As Antonio Gómez-Guillamón, president of the organizing committee of S-Moving and the Malaga-based Aertec, said, “mobility and smart cities coexist together and it is a good idea for them to share the space”.
-Despite being two events with a global vocation and with general debates, the character of the venue, Malaga, as a city that aspires to be on the crest of the wave of ‘smart cities’ and urban mobility, dominated. One example is that of Alfonso Vergara, president of the Metropolis Foundation, a prestigious international organization born at the University of Pennsylvania 23 years ago and dedicated to the creation and dissemination of innovations in the field of cities and territories.
-In his speech – which was the inaugural conference of the two events – Vergara praised Malaga’s potential to be a sustainable, ecological, innovative and livable city. “For example,” he stated, “it has an impressive morphology of the territory, with high areas and plain areas, with ecological corridors; these corridors must be the inspiring elements for the transformation of cities.”

Spain lifts capacity restrictions on outdoor sporting events as coronavirus cases fall:
-Starting this weekend, there will be no coronavirus restrictions on outdoor stadiums in Spain. The Inter-Territorial Council of the National Health System (CISNS), which brings together central and regional officials, agreed on Wednesday to set the capacity for open-air sporting events at 100%, and at 80% for indoor centers. The new rules will remain in force between October 1 and October 31.
-The decision to ease restrictions on Wednesday was backed by all the regions as well as the Health Ministry.
-Under the agreement, non-pharmaceutical measures, such as face masks, will remain in place.
-Eating, drinking, smoking and the consumption of other related products will be banned in the stadium.

Beijing 2022 Olympics- Spectators Limited To Chinese Residents: The International Olympic Committee (IOC) announced Wednesday various rules and restrictions that will be put in place for the 2022 Winter Olympics in Beijing, highlighted by a return for spectators at the Games after they were absent this summer in Tokyo.
“Tickets will be sold exclusively to spectators residing in China’s mainland, who meet the requirements of the COVID-19 countermeasures,” the IOC said in a release, adding that the specific countermeasures are still being determined. David Bowie’s lost album Toy, recorded in the year 2000, is set for release: The album harks back to Bowie’s early years, reimagining and re-recording songs he wrote prior to his 1969 breakout hit, Space Oddity. These songs were dropped from his live repertoire shortly after he made it big. Toy was recorded in the year 2000, however it was shelved when Bowie left Virgin records in 2001.
The album will now see the light of day as part of David Bowie 5. Brilliant Adventure (1992 – 2001), alongside two discs of the Toy sessions’ outtakes. The box set also collects remastered editions of Black Tie White Noise, Buddha of Suburbia, Outside, Earthling, hours… Re: Call 5 and the live record BBC Radio Theatre, London, June 27th, 2000.
The set will be released on 26 November as a seven-CD or 18-LP vinyl package. Following this, the Toy album will be released in the new TOY:BOX format on 7 January 2022. US set to declare 23 species extinct, including birds, mussels and a bat: The somber list includes the ivory-billed woodpecker and the Kauai nukupu’u.
The agency is seeking comments from the public on the proposal to delist the species, which include the ivory-billed woodpecker, Bachman’s warbler, eight species of freshwater mussels, eight birds from Hawaii, a flowering plant and the Little Mariana fruit bat that once lived in Guam.
The ivory-billed woodpecker was once the country’s largest bird of its kind. The last confirmed sighting in the US was in 1944 in Louisiana. Bachman’s warbler was a small songbird with a yellow belly that was last seen in the US in 1962.
Eleven of the 23 species are from Hawaii and Guam, “many of which had striking characteristics, such as the long curved beaks of the Kauai akialoa and nukupu’u, the haunting call of the Kauai ‘o’o, and the brilliant colors of the Maui akepa and Molokai creeper,” the Fish & Wildlife Service said.
