Two Spanish regions ban outdoor smoking and dancing in virus battle, with more to follow: New restrictions to stop the spread of the new coronavirus, including the closure of discos and a partial ban on smoking outdoors, went into effect Sunday in two Spanish regions. The small, northern wine-growing region of La Rioja and the southeastern region of Murcia are the first Spanish regions to implement a raft of new measures.
The ban on smoking on the streets is already in place in two of Spain’s 17 autonomous regions, Galicia and the Canary Islands.
Spain’s remaining regional governments are expected to start implementing the new measures in the coming days. (Andalucia info below.)

BOJA publishes the order with the measures approved in the Interterritorial Health Council: {Translated from original, updated 16/08/2020} These actions affect various areas such as nightlife and hospitality.
The Official Gazette of the Junta de Andalucía has published the order in which the measures approved last Thursday, August 14 in the Interterritorial Council of the National Health System in the face of Covid-19 are collected.
These measures affect various areas such as nightlife, hotels and restaurants, mass events and health centers. In addition, common guidelines are established in CRP screening in specific groups, as well as the consumption of tobacco on public roads.
About the measures taken
As for recreational and recreational establishments for minors , their opening will not be authorized. For their part, hospitality establishments may not exceed 75% of the maximum capacity for consumption inside the premises, except for special hospitality establishments with defined music, which may not exceed 60% of their capacity, although, in the assumption that they are dedicated exclusively to the consumption of beverages, their opening will not be authorized. The consumer may take place at the bar or sitting at a table, or groups of tables, with a minimum distance of 1.5 meters and a maximum occupancy of ten people per table or group of tables. For these establishments, 1.00 am is established as the maximum closing time, without being able to admit new customers after 00.00.
Regarding mass events , a risk assessment must be carried out by the health authority in accordance with the provisions of the document ‘Recommendations for mass events and activities in the context of the new normal for Covid-19 in Spain’, agreed in the Public Health Commission of the Interterritorial Council of the National Health System. Based on this evaluation, each event must have authorization . In any case, these events may carry out their activity until 1:00 a.m. maximum, including in said maximum hours any other activity that is developed as support or complement to the aforementioned events.
No Smoking allowed on public roads or in outdoor spaces when a minimum interpersonal distance of at least two meters cannot be respected. This limitation will also apply to the use of any other tobacco inhalation device, water pipes, hookahs or similar ones, including electronic cigarettes or vaping.
Regarding preventive measures in social health matters, companies will assess the risk of exposure of workers in each of the differentiated tasks they perform and in the different scenarios in which they can be developed. Likewise, the recommendations issued on the matter by the occupational risk prevention service must be followed, following the guidelines and recommendations made by the health authorities. In any case, these workers who return from leave and vacations, as well as new workers who join the center, will have to have a PCR for Covid-19 with a negative result 72 hours in advance at most.
Similarly, family visits to residential centers will be allowed, if the epidemiological situation together with certain characteristics of the center, such as the isolation capacity and the availability of its own health professionals, do not indicate a restriction or suspension of the same. In any case, the visit will last a maximum of one hour a day.
On the other hand, in the event of an epidemic outbreak and when so decided by the competent health authority in matters of public health, PCR tests will be introduced in those populations at risk and potentially exposed.
Finally, it is recommended that citizens limit social encounters outside the stable coexistence group and that these social encounters be limited to a maximum of 10 people.
Sanctions regime
Failure to comply with the measures published in the order will be subject to the procedure of the inspection activity and the sanctioned regime and sanctions established in Decree Law 21/2020, of August 4, which establishes the sanctioning regime for non-compliance with the prevention and containment measures applicable in Andalusia in the face of Covid-19.

German tour operator TUI cancels all organized trips to Spain: TUI has canceled since this Saturday all his organized trips to Spain after the German government discourage non-essential travel to the country due to the rebound in coronavirus cases.

Algorithm Determined UK Students’ Grades. Chaos Ensued: The coronavirus pandemic means exams were canceled and replaced with teacher assessments and algorithms. It has created chaos.
In Scotland, the government was forced to completely change tack after tens of thousands of students were downgraded by an algorithm that changed grades based on a particular school’s historical performance among other factors that are not directly related to the student’s test results. Anticipating similar scenes for today’s A-level results, the government in England has introduced what it’s calling a ‘triple lock’—whereby, via stages of appeals, students will effectively get to choose their grade from a teacher assessment, their mock exam results, or a resit to be taken in the autumn.
But there are huge problems there too. “Nobody is consulting with anybody about this,” says Rimfeld. “There are schools where there are no mocks, some schools do several mock exams—is it going to be the average? How is that going to work?”
