The fall of the fourth wave of Covid enters the plateau phase in Andalusia: {Translation} Updated: 05/13/2021, 18:55
-Andalusia counted 1,306 new cases of Covid on Thursday, which is 12 more than on Wednesday but 128 fewer than a week ago. Nine deaths due to Coronavirus infection have also been added to the death toll during the pandemic in the region, which now stands at 9,911.
-The evolution is very similar to that of the last few days, with a slowdown in the fall of infections, so that the epidemiological situation marks a plateau stage in this mild fourth wave that shows no major ups and downs. The most favourable trend can be seen in the figures for healthcare pressure, which continues to fall.
-The 14-day cumulative incidence rate of the community falls for the twenty-third day and stands at 171.5 cases per 100,000 inhabitants, 3.6 points less in one day and 21.7 points below last Thursday. The 7-day rate fell by 2 points to 74 cases per 100,000 inhabitants.
-Cordoba (145), Malaga (128), Almeria (120) and Cadiz (89) have records below the average Andalusian incidence rate at 14 days. Meanwhile, Granada has the highest incidence rate with 308 cases per 100,000 inhabitants. Seville (210), Jaén (207) and Huelva (193) have high alert values.
-In the daily evolution of the rate, the decrease of ten points in 24 hours in Almeria and 12 points in Granada stand out. Proof of the plateau situation in which we find ourselves is the slight one-day increase in the cumulative one-week incidence rate in Huelva and Cadiz, the province with the lowest evolution in this fourth wave. In the rest of the provinces, this indicator is decreasing.
-By provinces, Seville is once again the province with the most positive daily cases, with 398 on Thursday, followed by Granada with 234, Malaga with 182, Cordoba with 113, Jaen with 111, Cadiz with 109 and Huelva with 101. For the third consecutive day, Almeria is below one hundred, with 58 cases.
-In terms of deaths in the last 24 hours, Granada is once again the highest with three, Seville with two, and Huelva, Cordoba, Cadiz and Almeria with one each. Jaén and Málaga have no deaths.
-The best data are coming in these days in terms of hospitalisation. The clinical incidence of the virus is decreasing, which means that the number of Covid patients admitted to hospital has fallen to 1,127, forty fewer than on Wednesday. However, of the total number of patients admitted with Covid, 298 are critical in the ICU, 9 less than the day before. Andalusia adapts from this Thursday its capacity in bars, shops, hotels or cinemas after the state of alarm has fallen: {Translation} Updated: 13/05/2021 13:17
-The Junta de Andalucía (Andalusian regional government) has been applying from midnight on Thursday, 13 May, the regulated capacity for hotels, hotels, commercial and cultural establishments -such as cinemas and theatres-, as well as for wakes and funerals, after the state of alarm in force due to the Covid-19 pandemic was lifted until 9 May.
-This is stated in the order of May 7, 2021, of the Ministry of Health and Families, which establishes the levels of health alert and adopts temporary and exceptional measures for public health reasons in Andalusia for the containment of Covid-19 after the state of alarm, published last Friday in an extraordinary edition of the Official Gazette of the Junta de Andalucía (BOJA) and consulted by Europa Press.
-The order specifies that “the classification of the different levels and capacities” that it establishes “will take effect from 0.00 hours on 13 May 2021”, with the exception of the measures established in article 18 of the order relating to establishments for leisure and recreation and for meetings in public spaces, which take effect from 8.00 hours last Saturday, 8 May.
*Bars and restaurants*
-Apart from this point of the order, the capacity in catering establishments is also addressed in article 16, on prevention measures in these establishments, which states that, in level 1 of health alert, these businesses may not exceed 75% of the maximum capacity for consumption inside the premises, while they may occupy all of the tables allowed on outdoor terraces.
-Bars may occupy 100% of outdoor tables on levels 1, 2 and 3. The maximum permitted capacities are reduced in the other levels, so that they may not exceed 75% inside the premises on level 2; 50% on level 3 – although in both cases terraces may occupy all their tables -, and 30% on level 4, where the maximum capacity of terraces is limited to 75%.
-In terms of table occupancy, a maximum of eight people are allowed indoors and ten outdoors on level 1; six indoors and eight outdoors on level 2; four indoors and six outdoors on level 3, and in all three cases service and consumption at the bar is permitted, something that is prohibited on level 4, where tables will also be limited to four people indoors and six outdoors.
*Celebrations and banquets*
-For celebration halls, maximum indoor seating capacity is 75% of tables and a maximum of 300 people on level 1, 75% and a maximum of 200 people on level 2, 50% and a maximum of 100 people on level 3, and 30% and a maximum of 50 people on level 4.
-Outdoors, the open-air areas of the function rooms may occupy all permitted tables on levels 1, 2 and 3 and hold a maximum of 500, 400 and 250 people, respectively, while on level 4, they must respect a maximum of 50% of their seating capacity in tables or groupings of tables and, in any case, a maximum of 75 people.
-In addition, on levels 1 and 2, “small-format musical performances are permitted in function rooms, maintaining a distance of at least three metres from the public”, and on level 1, dancing with masks in outdoor areas is also permitted.
*Shops and hotels*
-On the other hand, the Board allows from Thursday a maximum occupancy of 100% in establishments, premises and shopping centres in level 1 health alert, which is reduced to a maximum of 75% in level 2, 60% in level 3 and 50% in level 4.
-Likewise, the occupancy of communal areas of hotels, tourist accommodation, campsites and areas for motorhomes may not exceed 100%, 75%, 50% and 30% of their capacity in outdoor communal areas and 75%, 50%, one third and 30% in indoor communal areas in alert levels 1, 2, 3 and 4, respectively.
*The rule also regulates the capacity of swimming pools*
-In public swimming pools, the order allows them to be filled to 100% of their capacity in both outdoor and indoor pools at alert level 1, while lowering the maximum capacity allowed in indoor pools to 75% at alert level 2.
-At alert level 3, up to 75% of the permitted capacity is allowed in outdoor pools and 50% in indoor pools, and at level 4 up to 50% of the permitted capacity in outdoor pools and 30% in indoor pools.
*Wakes, burials and religious services*
-With regard to wakes and funerals, at health alert level 1, a maximum of 30 people are allowed for outdoor wakes and 20 for indoor wakes, “except in the latter case where the number of people living together is higher”, while participation in a funeral or procession for the burial or cremation of the deceased is restricted to a maximum of 50 people, including family members and relatives, “in addition, where appropriate, to the minister of worship or similar person of the respective confession, for the practice of the funeral rites to bid farewell to the deceased”.
-On the other hand, wake services may bring together a maximum of 25, 20 and 15 people in the open air on levels 2, 3 and 4, respectively, and 15 – levels 2 and 3 – and 6 – on level 4 – in enclosed spaces, while participation in funerals or processions for a burial or cremation is restricted to a maximum of 35 people on level 2, 20 on level 3 and 15 on level 4.
-For civil ceremonies, the maximum permitted capacities range from 75% indoors and outdoors at health alert level 1 to 30% at level 4, through 60% at level 2 and 50% at level 3.
*Cinemas, theatres and auditoriums*
-Cinemas, theatres and auditoriums may not exceed a maximum of 85% of the permitted capacity at level 1, 75% at level 2, 60% at level 3 and 50% at level 4.
-Similarly, in levels 1, 2 and 3 it is determined that, in regular public passenger transport by bus, all occupants must be seated and all seats may be used, while in metropolitan public passenger transport, all seated seats may be used and 75% of those available may be standing.
*Religious meetings and gatherings*
-On the other hand, “religious meetings and gatherings may be held in all types of public or private facilities, whether in open-air or indoor spaces, provided that 75% of their capacity is not exceeded and that interpersonal distance is maintained, at alert level 1”, as well as with a maximum capacity of 60% at level 2, 50% at level 3 and 30% at level 4.
*Bull Fights*
The order also regulates the maximum permitted capacity for bullfighting shows and festivities, which may not exceed 60% in level 1, 50% in level 2 and 40% in level 3, while in level 4 “there may be no spectators in the bullring and no popular bullfighting festivities may be held”.
*Sports*
-In conventional and non-conventional sports facilities, including gyms, the order establishes in level 1 a capacity limit for physical-sports practice of 85% outdoors, and 75% in conventional or non-conventional indoor sports spaces and facilities, as well as allowing “the holding of sporting competitions and events for competition, leisure or exhibition with the presence of spectators, with a maximum of 85% of the authorised capacity of the public in conventional or non-conventional outdoor sports facilities, with a maximum of 2,500 spectators, and a maximum of 75% of the authorised capacity of the public, with a maximum of 1,500 spectators in indoor spaces”. 500 spectators, and a maximum of 75% of the authorised capacity of the public, with a maximum of 1,500 spectators in indoor venues”.
-In the other alert levels, the capacity limits for physical-sports practice in outdoor areas are 75%, 60% and 50% in levels 2, 3 and 4, respectively, and 65%, 50% and 40%, respectively, in indoor areas. Weekly Covid-19 deaths in Spain fall 90% since start of vaccination campaign: The effect of the immunization program as well as a fall in transmission thanks to coronavirus restrictions has seen the number of victims plummet to a daily average of 52.
According to data from the Imserso institute for seniors and social services, in the last week of January 778 elderly people died in care homes due to Covid-19. But in recent months, and with such places completely protected, the number of victims in such centers has plummeted: just six deaths between April 26 and May 2, the last week for which there is consolidated data.
