New increase in infections with Covid incidence rate at 178 cases in Andalusia: {Translation} Updated: 02/06/2021, 16:02
-Andalusia has 1,490 new cases of coronavirus infection on Wednesday. This represents a further increase compared to Tuesday’s data (1,293) and 226 more positives than those recorded on the same day last week. This circumstance does not, however, lead to an increase in the pressure on hospital care, as both the number of Covid patients admitted to hospital and the number of critical patients in the ICU has fallen.
-The situation is similar to that of previous days, although there is another negative statistic in terms of deaths. The 18 deaths registered by Covid are the highest number recorded since 11 March, 10 more than a week ago.
-With this increase in the number of infections, the cumulative 14-day incidence rate has risen once again to 178 cases per 100,000 inhabitants. This figure is 50 cases higher than the national average and places the community as a whole at a high alert level. Four provinces, Huelva, Jaén, Seville and Granada, have rates above 200 cases. In all of them, this indicator has risen today. Huelva, with 269 cases per 100,000 inhabitants, has the highest incidence rate at 14 days, with the aggravating factor that its rate at 7 days is more than half of this record, predicting an upward trend in the infection curve. Almeria, with a 14-day rate of 72 cases, marks the minimum.
-The positive evolution data are therefore reduced to the lower clinical impact of the disease in this fourth wave thanks to vaccination. In Andalusian hospitals there are 840 Covid patients on Wednesday, 15 less than the day before. 206 of the total are critical in ICU, one less than the day before. The percentage of occupation of beds and ICU modules by Covid patients in the community is in low risk registers. Ministry authorises the Janssen vaccine for new age group in Spain, despite delivery delays: The Public Health Commission in Spain agreed on Tuesday, 1 June, to immediately authorise the use of Janssen single-dose vaccine for people between 40 and 49 years old (those born between 1972 and 1981), and their vaccination will start in the next few days once the decision is ratified by the Interterritorial Council this Wednesday.
The use of the Johnson & Johnson formula was previously vetoed for the under-50s but it threatened to slow down the national vaccination campaign.
Initially the Johnson & Johnson formula was reserved exclusively for the age group between 70 and 79 years after rare blood clots were detected in women between 18 and 48 years. After the immunisation of group aged 70 to 79 was almost completed, on 11 May it was authorised for the age range of 59 to 50 years. The vaccine is also currently being used to immunise the population group that is difficult to locate, including the homeless, immigrants, seasonal workers, as well as residents abroad, international aid workers and also seafarers. NEW POWER TARIFFS

Consumer associations slam Spain’s new electricity billing system:
-A change in electricity rates went into effect on June 1 in Spain, one that could see consumers save on their bills, according to the competition watchdog CNMC. The new system is not without controversy, however, with consumer organizations denouncing the fact that the measures could hit the most vulnerable households with extra costs. And depending on what kind of contract the consumer had until now, the monthly bill could actually increase by as much as 27%, according to these groups.
-Facua-Consumers in Action organization claims that asking customers to use their appliances at night is “degrading” for the most vulnerable consumers. “You can’t make the consumer responsible for their bill being high just because they haven’t done the ironing or put their appliances on during the cheapest periods,” Facua states. “These times coincide with when people should be getting some rest.” (Will your neighbors tolerate you running your clothes washer for a few loads after midnight? -Ed.) The organization criticizes the fact that the new system makes the consumer responsible for having efficient appliances, while the power companies have less of an incentive to make the necessary investments to improve the distribution networks. The Government’s refusal to lower the VAT of the power tariffs, contrary to the indications of Brussels: {Translation}
-The rise that affects the pockets of all Spaniards and that even the opposition has harshly criticised. This Tuesday, PP, Ciudadanos and Vox have urged the government to lower taxes on electricity bills, as well as VAT, in addition to other formations with parliamentary representation, which have considered that the electricity bill should be brought into line with the European average.
*The government’s argument for not lowering VAT*
-The government has pointed the finger directly at Brussels. It was the Minister of Finance and Government spokesperson, María Jesús Montero, who in mid-January this year rejected lowering the VAT rate of 21% on electricity bills because “it would not be in line with what is being set by Europe”. In this regard, Montero added that “Spain has been warned by the European Commission for the use that, in the Commission’s opinion, is being made of reduced or super-reduced VAT in an abusive or excessive manner”.
*The Government’s refusal to lower VAT on electricity, contrary to Brussels’ indications*
-However, the 2006 European directive regulating VAT states in article 102 that “Member States may apply a reduced rate of taxation to the supply of natural gas, electricity and district heating, provided that there is no risk of distortion of competition”.
-On the other hand, as European Commission sources have assured ABC, member states “do have the margin to lower VAT in some sectors such as electricity or natural gas”. A situation that reminds us inevitably of the situation that arose just a few months ago in relation to the VAT applied to masks. The government claimed that European Union guidelines did not allow it. However, the Commission rejected these attacks and the Spanish government ended up reducing the tax on these items.
*One of the highest VAT rates in Europe*
-Currently, Spain is one of the countries in Europe with the highest VAT on electricity bills, at 21 percent.
-As we have been saying, the government has shielded itself directly from the requirements imposed by Brussels. However, we need only look at the taxes applied in other countries around us. In Portugal, for example, it was reduced from 23 per cent to 6 per cent. In Greece it is 6 per cent, in the UK 5 per cent, in Italy 10 per cent, in Ireland 13.5 per cent, in Luxembourg 8 per cent and in France 5.5 per cent, according to official figures from the European Commission.
-In Germany, however, and also one of the highest in the EU, it is 19 percent, which is still two points below the VAT currently applied in Spain. EUROPE

The EU is set to unveil plans for a bloc-wide digital wallet for IDs, payments and passwords: The app will allow citizens across the EU to securely access a range of private and public services with a single online ID, according to a report by the Financial Times newspaper on Tuesday.
The digital wallet will securely store payment details and passwords and allow citizens from all 27 countries to log onto local government websites or pay utility bills using a single recognised identity, the newspaper said, citing people with direct knowledge of the plans.
The EU-wide app can be accessed via fingerprint or retina scanning among other methods, and will also serve as a vault where users can store official documents like the driver’s licence, the newspaper reported.
Use of the digital wallet will not be mandatory but those who did sign up would benefit from an extra-secure digital presence and flexibility, those involved with the project told the FT.
