You don’t like being asked for money, and I certainly don’t like asking; let’s get this done so we can have the next 10.5 months free of donation drives. -Ed.

COVID ALERT- CANCELLATIONS: Covid incidence rates are rising rapidly. Events are being cancelled in many cases.
-I strongly suggest you verify events to avoid the disappointment of arriving at a cancelled event.
-Supposedly, “…the Andalusian Government will decide any restrictions after hearing from the territorial committees, which will meet on Monday (3 January), and the ‘Committee of Experts’ (4 January).” {Quote from article posted in News Section}.
-However, an earlier “emergency” meeting may be deemed necessary.
-Among possible new restrictions are: capacity reductions, early closing hours of non-essentials, and the dreaded municipal travel restrictions. Curfews are unlikely and home confinements have been ruled unconstitutional, twice.
-If there are new restrictions announced I will post it asap. -Ed.

SPAIN

Spain receives 10,000 million in the first leg of the recovery fund of the EU- and the strings attached to it: {Translation, summary}
– The European Union has disbursed the first tranche of the €10 billion recovery fund to Spain on Monday.
-The European Commission has also confirmed the disbursement to Spain of “10 billion euros in grants to support reforms and the transition to a green and digital future”.
-Once the transaction has been completed, this 10 billion tranche will join the 9 billion advance that the EU executive advanced in mid-August, which was not subject to conditions.
-Spain was the first EU country to submit a formal request to receive the first disbursement and was able to do so after signing with the EU executive the technical document that stipulates how the fulfilment of each commitment is to be verified.
-The 10 billion tranche of Spain’s recovery plan hinged on 52 milestones and targets that the government had already met, which allowed the European Commission to conclude its preliminary analysis in just three weeks, without using up the two-month deadline available to it.
MORE THAN 50 REQUIREMENTS
-This first tranche hinged on reforms included in almost all components of the government’s recovery plan. Eight of these form part of the chapter on the modernisation of the administration, among them the regulation to reduce temporary employment in the public sector.
-Also important in this disbursement was the component on tax reform, with measures such as the introduction of the digital tax, the tax on financial transactions or short-term changes in corporate and indirect taxation.
-This first disbursement also includes measures from the labour reform chapter, such as the law regulating teleworking, the regulation to reduce the gender pay gap and the entry into force of the action plan to tackle youth unemployment.
-With regard to pension reform, the disbursement of this 10 billion was conditional on the separation of the sources of Social Security funding, the review of individual pension plan bonuses and the modification of the maternity pension supplement.
-Other milestones and objectives included among the requirements for accessing this tranche of direct aid are the approval of the climate law, the decarbonisation strategy until 2050, the hydrogen roadmap, the Spanish circular economy strategy, the SME digitalisation plan and the national artificial intelligence strategy. Ryanair to suspend more than 80 routes in January: The low-cost Irish airline Ryanair has announced that it will temporarily suspend more than 80 routes in Spain during January, due to the situation caused by the omicron variant and the new measures put in place by countries such as the United Kingdom, Italy or the Netherlands.
Ryanair’s decision will affect both routes within Spain and international routes at practically all of the national airports where it operates. Those airports affected are listed in source article. ANDALUCIA

Junta’s ‘committee of experts’ to meet next week to consider new Covid control restrictions: {27 December 2021, 17:01}
-The president of the Junta de Andalucía, Juanma Moreno, announced this Monday, 27 December, that the Andalusian Government will decide any restrictions after hearing from the territorial committees, which will meet on Monday (3 January), and the ‘Committee of Experts’ (4 January). But he said that the Junta’s wish is that the measures will “affect the economic and productive activity in the region as little as possible.”
“The coronavirus incidence rate of Andalucía is not so bad”, he argued and said that “we are at the bottom of the ranking”, a reference to the fact that the Covid rate in the region – with 841 cases per 100,000 inhabitants – is the lowest in Spain, together with Castilla La Mancha. The Territorial Committees will meet to discuss Covid Alert Levels & restriction recommendations before the Junta Meetings next week:
{Translation, last 2 paragraphs only} 27/12/2021 17:59
-Before next week’s meetings arrive (see previous article), this Tuesday is the  scheduled meeting of the territorial committees. At this meeting it is expected that alert levels will be raised for several Andalusian territories the Minister of Health and Families, Jesús Aguirre explained in a press briefing.
-However, no region of the community is expected to pass beyond Covid alert level 2, where there are no restrictions. Those measures, Aguirre recalled, are taken from level 3, but it is not expected that this stage will be reached in any area of  Andalusia until next week.

Mijas dog owners could face fines of 50 to 750 euros if they don’t dilute dog pee: First it was Ronda, Torremolinos and Benalmádena, but now the war against dog pee has reached Mijas, the fourth major town in the province that is going to force dog owners to clean up after their pets. The mayor of Mijas, Josele González, and the councillor with a responsibility for public highways, Nicolás Cruz, have confirmed to SUR that a measure to make owners dilute the urine of their pets on the street will be tabled at a council meeting on 29 December, and if it gets the go-ahead, the measure could take effect within weeks. NASA’s James Webb Space Telescope just launched, and why this is such a monumental event for the entire field of astronomy: The Webb Telescope is set to travel 1 million miles (1.6 million km) from Earth over the next six months and then begin orbiting the sun at the vital-for-the-mission location known as the second Lagrange point. Once that happens, it will begin sending back images of the universe. But these won’t be mere intergalactic photos. The Webb will offer us a new story of the cosmos, completely unfiltered. This will be a giant step forward from the Hubble telescope, which launched along with the Discovery space shuttle in 1990.
