COVID Restrictions Update- The Board maintains the schedule of the bars until 22: 30 and the closing of the provinces other 15 days: {Translated from sevilla.abc.es} Updated 07/04/2021, 20:30
Short version-
Curfew of Andalusia remains 11pm-6am. Bars & shops will continue opening up to 10:30pm. Perimetral closures will remain unchanged. From Friday 9 April, up to six people can be in the house again, regardless of whether they are cohabitants or not.
Long Version-
-With the data on the table, the health crisis of the coronavirus seems to be consolidating a rising trend. However, the growth is very slight and the Andalusian government has preferred to keep almost all the measures as they were.
-These measures will be extended for another 15 days. In other words, the Junta is not expected to consider whether to open up mobility or modify the restrictions to control the pandemic for another two weeks.
-The curfew remains in place between eleven o’clock at night and six o’clock in the morning. This measure, moreover, has a horizon: on 9 May it expires with the end of the state of alarm announced by the central government.
-The number of people who can gather in Andalusia is also maintained, so there can be a maximum of six people in open and closed spaces, with the exception of inside bars, where there can be a maximum of four people per table. This changed slightly with Easter Week, as from 26 March until Thursday 8 April at 23.59, only people living together can meet in homes. From Friday 9 April, up to six people can be in the house again, regardless of whether they are cohabitants or not.
-Perimetral closures will also remain unchanged.
-In the same way, mobility is restricted in municipalities when the incidence exceeds 500 cases per 100,000 inhabitants in 14 days, and alert level 4 grade 2 (which means the cessation of non-essential activity) will be applied in municipalities with an incidence of more than 1,000 cases per 100,000 inhabitants in 14 days.
-The opening hours of shops and hotels and catering trade remain the same as before. Thus, shops, bars and restaurants will be able to remain open until 10.30 pm.
-As for congresses, meetings, work meetings, conferences and other events, a risk assessment will be carried out, in addition to the expected capacity according to the alert levels in force.

The fourth wave begins climbing in Andalucia, with 1.767 cases and 38 deaths in 24 hours: {Translated in full from sevilla.abc.es} Updated: 07/04/2021, 19:00
-Andalusia has experienced a significant rise in new cases of coronavirus infection on Wednesday, with the registration of 1,767 positive cases, bringing the incidence rate to 163.4 cases per 100,000 inhabitants. There has also been an increase in the number of deaths reported in the last 24 hours, with 38 deaths.
-The figure raises the statistical sequence of the last week that marked a measure of 1,164 cases per day and marks the beginning of the upward stage of the incidence curve of the fourth wave of the pandemic that will continue for at least two weeks.
-The 7-day incidence rate (74.8) is still less than half the two-week rate, although it has increased by four points in one day.
-Granada is the province that is closest to extreme incidence records with a rate of 228 cases per 100,000 inhabitants. It is also the province with the greatest pressure on health care due to the impact of the disease, with 306 hospitalised patients, 68 of whom are in the ICU.
-Meanwhile, Malaga now has the lowest incidence in the region with 94.5 cases. This province, however, has today recorded the death of 18 people with Covid.
-Hospitalisations also continue to increase. For the fifth consecutive day, the number of patients admitted to hospital with coronavirus has risen. This Wednesday there are 34 more than on Tuesday for a total of 1,334 patients in hospital treatment, which is 300 more admissions than there were a week ago. Of the total 291 are being treated in intensive care units, seven more than on Tuesday and 44 more than a week ago. Andalusia suspends vaccination with AstraZeneca for under 60s: {Translated in full from sevilla.abc.es} Updated: 07/04/2021, 22:25
-Andalusia will suspend from Thursday vaccination against the coronavirus with doses supplied by the laboratory AstraZeneca in people under 60 years of age in accordance with the proposal of the Ministry of Health, sources from the Andalusian Regional Government confirmed to ABC, whose Minister of Health, Jesús Aguirre is attending tonight the meeting of the Interterritorial Health Council which has addressed the new European strategy on this vaccine after studying its relationship with certain cases of thromboembolism in people under 50 years of age.
-The Technical Committee on Vaccines has agreed to administer AstraZeneca for the time being only to people aged 60 to 65.
-Meanwhile, the Public Health Commission will consider in the coming days whether to extend vaccination with the vaccine developed by Oxford and the Anglo-Swedish laboratory to the 65-70 age group.
-So far, vaccination with this preparation has been administered to specific professional groups of health personnel, prison staff, Security Forces and Corps, Emergency and Armed Forces; teachers of infant, primary and secondary education and people aged between 65 and 56, although this last group began to be vaccinated on 29 March, so it has not yet been administered to the general population under 60 years of age. What happens when the state of alarm in Spain expires on May 9?: According to the central government and several experts, the regions will need legal backing to introduce coronavirus restrictions on movement, such as the curfew.
Spanish Prime Minister Pedro Sánchez made it clear on Tuesday that his government is not expecting to have to extend the current state of alarm beyond May 9, when it is set to expire. From May 9, the regions will once again be in charge of the measures they implement, as was the case between mid-June and October of last year, but will not have all of the powers that they currently enjoy under the state of alarm. Masks In Cars Update- DGT clarifies that driving without a mask in the car is not a traffic offence: {Translated in full from sevilla.abc.es} Updated: 07/04/2021, 16:29
-The Directorate General of Traffic (DGT) has denied on Wednesday that it will fine people who do not wear a face mask when travelling by car. “The use of the mask is a health and public health measure. Therefore, the DGT has no competence whatsoever to regulate it,” he explained in a statement.
-This does not mean that there are no penalties for those who do not wear a mask when travelling in a car with non-cohabitants. Fines for not wearing masks are included in law 2/2021 of 29 March, which refers to the urgent measures of prevention, containment and coordination to deal with the health crisis caused by Covid-19.
-In fact, although the DGT dissociates itself from the sanctions related to the mask, there is a case in which it can impose sanctions. This is when the driver of a vehicle removes the mask while driving, as this behaviour (as well as removing glasses or talking on the mobile phone) is considered a distraction at the wheel. The penalty would be 500 euros and the withdrawal of six points from the driving licence.
Although the Traffic Law does not include the penalties, the BOE does establish the obligation to wear a mask in private transport.
-In addition, wearing the mask hanging on the rear-view mirror of the vehicle can also lead to a fine, in this case of 80 euros, since article 18 of the General Traffic Regulations specifies that the driver is obliged to always maintain the necessary field of vision to guarantee his own safety as well as that of his passengers and the rest of the road. Therefore, it is considered that the mask on the rear-view mirror can be considered a breach of this rule.
-Finally, the fine for not wearing a mask in a private car when travelling with non-cohabitants is 100 euros. It is not established by the DGT, but it is included in law 2/2021 of 29 March. It establishes the obligation to wear a face mask “in air, sea, bus or rail transport, as well as in complementary public and private passenger transport in vehicles with up to nine seats, including the driver, if the occupants of passenger vehicles do not live together in the same household. In the case of passengers on ships and boats, masks need not be worn when they are in their cabins”.
-In case of non-compliance with this rule, the authorities may sanction both the driver and the occupants of the vehicle. Source, Spanish: https://sevilla.abc.es/andalucia/sevi-aclara-sin-mascarilla-coche-no-delito-trafico-202104071621_noticia.html
Queen quietly cancels honours from disgraced recipients in a secretive process: In a royal twist to the “cancel culture” trend, last year nine people had honours revoked, marking the end of a decade in which a record 70 people had their honours “cancelled and annulled”, a Times investigation shows. This is more than three times as many as any previous decade since the Second World War — except for the 1950s, when the total was 26.
In the post-war period, however, it appears that most of the honours have been rescinded because of sex scandals, which accounts for 37 per cent of cancellations in the past two decades. Fraud is second on the list, with 21 per cent of recipients losing their honours because of financial convictions.
In total, 186 people have had their titles “cancelled and annulled” in the Queen’s reign.
