The BOE publishes the new package of anti-crisis measures approved by the government: {Translation} 26/06/2022 11:02
– The Official State Gazette (BOE) has published this Sunday the royal decree-law adopting and extending the measures to respond to the economic and social consequences of the war in Ukraine, to deal with situations of vulnerability and for the recovery of the island of La Palma.
– The royal decree-law will come into force on Monday, and will run until 31 December.
– With regard to the reduction in the price of the transport season ticket, from 1 September a 50% reduction in the price of monthly season tickets will be established for state companies, such as Renfe, and 30% for regional and local companies, although the royal decree-law specifies that this is a voluntary discount for autonomous communities and local councils, as they are the ones that have the powers. The Autonomous Regions and local authorities that decide to implement this rebate will be able to collect the aid, estimated at 200 million euros in total. They can also extend the 30% discount to 50% if they so wish, but they must make up the difference with their own resources. For these subsidies, the return ticket is excluded. In addition, in the case of annual travel passes purchased prior to the entry into force of the royal decree, the competent administration may decide whether to set up a system to allow the user to receive a refund of the proportional part corresponding to 30% of the four-month period.
– The BOE also includes a 15% increase in non-contributory retirement and disability pensions, which means an increase of 60 euros per month (360 euros by the end of the year). It also details the maintenance of the 15% increase in the Minimum Vital Income approved in March.
200-EURO CHEQUE
– With regard to the 200-euro cheque for people living in households with incomes of less than 14,000 euros, the royal decree-law specifies that it may be applied for by wage earners, the self-employed and the unemployed, but not by pensioners or beneficiaries of the IMV. It also indicates that the income of less than 14,000 euros must correspond to the sum of the members of the cohabitation unit, which will be made up of the people who were living with the applicant on 1 January 2022 with a relationship of kinship or family, or foster family up to the third degree from two years earlier. For this aid, it is also a requirement that the assets of the cohabitation unit do not exceed 43,196.4 euros, without taking into account the habitual residence. The aid, which will be managed by the Tax Agency, can be applied for until 30 September. According to government estimates, it could benefit 2.7 million people.
LOWERING OF VAT ON ELECTRICITY
– On the other hand, VAT on electricity bills will be reduced from 10% to 5%, which will be applied to consumers, companies or individuals, with a contracted power of up to 10 kilowatts. It will also remain at 5% until the end of the year, as long as the price on the wholesale market remains above 45 euros per megawatt/hour. Thus, if it falls below this amount, the reduction will cease to apply in general, but will be maintained for severely vulnerable users and those at risk of exclusion.
– In addition, the royal decree-law includes an extension of the measure consisting of the application of the 0.5% tax rate on the Special Tax on Electricity, and the extension of the temporary suspension of the Tax on the value of electricity production.
– In the area of fuels, the reduction of 20 cents per litre of fuel is also maintained until the end of the year. The price of a cylinder of butane, which after the latest revision is now 19.55 euros, has also been frozen.
– With the aim of reinforcing protection for the most vulnerable groups, the prohibition on suspending the energy supply, the cap on rent increases and the fact that the increase in energy costs cannot be grounds for dismissal in companies that depend on the Administration are maintained.
– Similarly, the deferral of Social Security contributions is extended to September, direct aid to the gas-intensive industry is approved, drought aid is extended and aid is extended to those affected by the eruption of the ‘Cumbre Vieja’ volcano. In addition, the reduced VAT rate of 4% on surgical masks was extended. Transport Strike UPDATE- Self-employed hauliers divided over strike action from 4 July: {Translation} 26-06-2022 20:00
– The National Platform in Defence of Transport had called this morning its assemblies all over Spain to decide whether to resume the sector’s strikes on 4 July. The overall result of the votes has not been made public, although it is closer than expected, according to some results that are already known. The hauliers from Extremadura, for example, voted to resume the stoppages on 4 July if the Ministry of Transport does not comply with what has been agreed, especially with the inclusion by law of the prohibition of working at a loss before the end of this month. In this case the “yes” to strike was overwhelming: 96 votes in favour and 10 against.
– In the case of the Aragonese delegation, like the Asturian delegation, the almost unanimous decision was not to stop the trucks “for the moment” until it is seen if the Ministry of Transport complies with the agreement. In Andalusia, there was total division: Jaén and Cádiz, in favour of “yes”, and “no” in Córdoba and Sevilla Sur, according to Canal Sur.
– In Galicia, 80% of Lugo hauliers voted in favour of resuming the strike they suspended on 2 April.
– The trickle of results leaves all options open regarding the possible reactivation of the road transport strike that was suspended in April. However, the votes were more of a threat, because the hauliers themselves left a last loophole open until Thursday 30 June. Manuel Espinosa, the Cadiz delegate of the Plataforma de Transportistas, assured that it is almost better not to work and that they no longer trust the government. The fact that there is a margin until Thursday has led several assemblies to delay their decision until Thursday. The spokesman for the Aragonese platform, Emilio Seco, explained. “Before we were treated as criminals and terrorists, and now we have a seat at the dialogue table,” he said during the assembly.
– The platform, which acts outside the majority employers’ organisation, the National Transport Committee, which they accuse of being made up of “the managers of the big transport operators, who are mainly to blame for the situations of economic and labour abuse”, asks the Executive to “take responsibility so that it acts urgently and avoids the collapse that will necessarily occur in the transport sector”. After the meeting on the 16th at the Ministry, the Platform’s board of directors explained that, given the lack of knowledge of the exact date on which the law that will allow them to work without losses will be ready, “it is impossible for us to consider maintaining our activity in the coming months”. Editor’s Note: Madrid was flooded with various protests this weekend. Far too much for me to cover here. While things are calm down here, it’s easy to forget that in the north things are shaping up for a hot protest season. Here’s the short list.
– Anti-NATO march through Madrid for peace and against militarisation: {Translation, summary} 26/06/2022 16:27
Several thousand people – 2,200 according to the Government Delegation and 30,000 according to the organisation – from a large number of different left-wing groups marched through Madrid this lunchtime to protest against NATO, on the eve of the summit of the Atlantic alliance in the Spanish capital. Under the slogan ‘ ‘No a las guerras. No a la NATO. Por la paz.’ (No to wars. No to NATO. For peace), the procession travelled the route between Atocha and Plaza de España, reviving the chants of the demonstrations of the 1980s against the military organisation, such as “bases out”, without any incidents occurring.

Irish Archaeologist Identifies Over 3,000-Year-Old Bronze-Age Fortress in Galway Park:
– An archaeologist in Galway, Ireland, discovered a large Bronze Age fortress on a limestone table, surrounded by seasonal lakes, at Coole Park, Ireland, earlier this week, according to television and radio broadcaster RTÉ. The site was previously known, but its antiquity has been in question until now. Coole Park, the land on which the fortress sits, is currently a nature preserve. The turloughs, or seasonal lakes, are unique to areas of Ireland west of the River Shannon.
– The fortress, dating between 800 and 1200 BCE, is unique in its use of turloughs, which would have drained and filled with water based on the weather and time of year. These turloughs would have been used strategically as a defense mechanism against outside invaders. At roughly 1,312 by 328 feet, the structure could have housed a couple hundred people at any given time. Photo: RTÉNews.
