SPAIN

How, in theory, it’s now easier for foreigners to work and get residency in Spain, but experts are skeptical:
– Spain has amended its immigration laws to make it easier for non-EU citizens (UK nationals, Americans etc) to work in the country in a bid to address some of its most pressing labour shortages. Here are the changes, the reasons why they’re being introduced and more.
– There are three main changes:
1. Undocumented third-country nationals who have lived in Spain for two years or more can seek temporary residency papers.
2. Non-EU students will be able to work up to 30 hours a week while studying, and to start work in Spain at the end of their studies.
3. Non-EU nationals will be able to obtain a work visa to come to Spain more easily and take up jobs in areas facing labour shortages i.e. tourism, construction, agriculture.
– Although the new laws were published in Spain’s state bulletin (BOE) on Wednesday July 27th, the legislation is set to come into force on August 15th 2022.
– Warning: When it comes to Spanish politics, what Spain says it will do and then actually does are often two very different things.
People in Spain with non-EU qualifications are currently having to wait two, three, four or even more years for Spain’s bureaucratic labyrinth to get round to validating their qualifications, even though the legal deadline is just six months and there are huge shortages in their expert fields. New decrees have promised to address the hold-ups but in reality nothing has changed. A lawyer specialising in helping foreigners with the homologación process told The Local that “unless Spain allocates more budget to employ more competent civil servants to address the problem, nothing will change”.

Slowdown in employment and sharp rise in number of people seeking work made this July the worst in Spanish history:
– Summer is normally a positive time for the labour market, but this year there has been a noticeable slowdown in employment in Spain as a whole. The government had already warned that the figures for July were likely to be bad, but they have been even worse than expected. In fact, it was the worst July since records began, even though the labour market had remained very robust for many months despite the war in Ukraine, high prices and supply problems. And autumn, when unemployment normally rises, hasn’t even begun yet.
– Figures published by the government this Tuesday morning, 2 August, show that 7,366 jobs were lost and 3,230 more people registered as unemployed in July. More than 20.3 million workers are paying into the Social Security system, while the number of unemployed now stands at 2,883,812. RINCÓN DE LA VICTORIA

Rincón de la Victoria celebrates the Family Theatre and Puppet Festival in the Municipal Auditorium from 3 to 7 August: {Translation}
– The Family Theatre and Puppet Festival will begin on Wednesday 3 August with the adventures of ‘Penéque El Valiente’ by Producciones Infantil Miguel Pino. King Simpatías entrusts Bolo el Sabio with the custody of the royal treasure. Two sinister characters appear, Filibud and Pelosblancos, and take possession of the treasure. Peneque the Brave with the help of all the children will win and recover the lost treasure.
– On Thursday 4th August the company Ameba Teatro, winner of the I Festival de Teatro Infantil Noctiluca de Rincón de la Victoria 2021, will be on stage with ‘El Día de Ramiro’ (Ramiro’s Day). This is a family show where storytelling, puppets with objects, clown and live music combine to tell the story of this journey into a miniature world out of a big box. Ramiro is a grasshopper who is as clumsy as he is indecisive and funny. Ina decides to get out of her box and embark on a day-long journey. What adventures will he experience?
– On 5 August, it will be the turn of ‘Museum’. The history of art for children by the company La Liquida, which brings a fun and educational show for children. A wonderful journey through the history of art by the hand of the great masters Picasso, Van Gogh, Velázquez, Miguel Ángel, and the great masters Tamara de Lempika, Sofonisba Anguissola, Frida Kahlo, etc. It offers theatre with actors, objects, puppets and live manipulated projections.
– Saturday 6 August. And after being suspended due to the pandemic, Rincón de la Victoria rescues the musical ‘Hara, the spirit of the jungle’. A musical for the whole family inspired by the book of the jungle. It will take place on Saturday 6 August with tickets priced at 12 euros in advance and 15 euros at the box office. There will be two performances: 20:00 and 22:00.
– Sunday 7 August. The closing of the Festival will be performed by the company Pata Teatro, FETEN 2020 Award for Best Playwriting, with ‘Bajo del Tejado’ (Under the Roof). An exciting comedy that reminds us that the everyday, what happens to us day by day, can be really extraordinary.
– All theatrical performances will start at 22:00.

ENERGY CRISIS

Spain’s plan for energy saving & efficiency (plan de choque de ahorro y eficiencia energética) is published this Tuesday in the BOE – Businesses Have 7 Days To Comply: {Translation, summary} 2 Aug 2022 18:40
– The decree on energy saving and efficiency measures makes it compulsory for public buildings, commercial spaces and department stores, transport infrastructures (airports, train and bus stations), cultural spaces and hotels to limit the use of air conditioning to 27 degrees Celsius in summer and heating to 19 degrees Celsius in winter.
– In addition, it will be compulsory to install information panels in establishments containing data on the temperature at any given time and guidelines for recommended lifestyle habits to reduce energy consumption. This package of measures, which complements RITE, will also make it compulsory to turn off the lights in shop windows and public buildings that are unoccupied after 22.00 hours, a measure for which they will have seven days to comply.
– Decorative lighting on façades will also be switched off after 10 p.m., while the regulation of outdoor lighting will only affect buildings for public use, not ornamental lighting, such as Christmas lights.
– The Minister of Industry, Commerce and Tourism, Reyes Maroto, also clarified on Tuesday morning that it is a “very limited” rule and that it includes exceptions “necessary to maintain adequate air conditioning” in hospitals, educational centers, gyms, hairdressers or restaurant kitchens.
– The regulations of the energy saving and efficiency shock plan published this Tuesday in the Official State Gazette (BOE) clarify the amount of the penalties that will be imposed on companies that do not comply with the measures within a week from this day. Specifically, shops, business centres and establishments affected by the new guidelines will face fines of between 60,000 euros and 100 million euros depending on the seriousness of the infringements. Legal Robbery – As Consumer Petrol Prices Remain At Record Highs, With Ukraine Used As An Excuse, Oil Companies Quarterly Profits Jump To 14-Year Highs:
– BP reported today an underlying replacement cost profit—its preferred metric for net profit—of $8.45 billion for the second quarter, up from $6.2 billion for the previous quarter and well above analyst estimates of $6.8 billion.
– The jump in Q2 earnings- the highest quarterly profit since 2008- was “driven by strong realized refining margins, continuing exceptional oil trading performance and higher liquids realizations,” BP said. In light of the solid results, BP announced a 10% increase in its quarterly dividend. BP also announced a further $3.5 billion share buyback, on top of the $2.5-billion share repurchase program announced with the first-quarter 2022 results and completed last month.
– BP wraps up a strong earnings season for European and U.S. supermajors, all of which reported solid- and in several cases, record- quarterly profits amid rallying oil and gas prices and surging refining margins.
– Last week, Shell reported a record quarterly profit for a second consecutive quarter, while TotalEnergies more than doubled its Q2 net income due to rallying oil and gas prices, record-high refining margins, and soaring LNG demand in Europe. U.S. supermajors ExxonMobil and Chevron both reported their highest-ever quarterly profits on Friday as oil and gas prices rallied and refining margins jumped to multi-year highs in the second quarter. SPACE

Solar storm from hole in the sun’s atmosphere will hit Earth on Wednesday: High-speed solar winds from a “hole” in the sun’s atmosphere are set to hit Earth’s magnetic field on Wednesday (Aug 3.), triggering a minor G-1 geomagnetic storm. Forecasters at the National Oceanic and Atmospheric Administration’s Space Weather Prediction Center (SWPC) made the prediction after observing that “gaseous material is flowing from a southern hole in the sun’s atmosphere,” according to Spaceweather.com.
– Coronal holes are areas in the sun’s upper atmosphere where our star’s electrified gas (or plasma) is cooler and less dense. Such holes are also where the sun’s magnetic field lines, instead of looping back in on themselves, beam outward into space. This enables solar material to surge out in a torrent that travels at speeds up to 1.8 million mph (2.9 million kph).
– Scientists think the largest solar storm ever witnessed during contemporary history was the 1859 Carrington Event, which released roughly the same energy as 10 billion 1-megaton atomic bombs. After slamming into Earth, the powerful stream of solar particles fried telegraph systems all over the world and caused auroras brighter than the light of the full moon to appear as far south as the Caribbean. If a similar event were to happen today, scientists warn, it would cause trillions of dollars in damage and trigger widespread blackouts, much like the 1989 solar storm that released a billion-ton plume of gas and caused a blackout across the entire Canadian province of Quebec, NASA reported.
