Banks will use Correos (Post Office) to offer basic services in rural areas:
– More than 230 municipalities lost their last bank branch during the pandemic.
– The three employers of the banking sector (AEB, Ceca and Unacc) have signed an agreement with Correos on Wednesday by which interested entities will be able to use the network of offices of the public company, as well as its postmen, to be able to offer basic services banking in rural areas. With this agreement, the sector seeks to have a presence in the less populated regions of the country without the need to have its own branches or ATMs, taking advantage of the presence of Correos in the territory.
– What has been signed this Wednesday is a “general collaboration protocol” through which the banks that want to can sign agreements with the public company. These will be agreements similar to those that Correos already had to date with groups such as Santander or Mapfre, allowing the use of their offices so that certain procedures can be carried out with these private entities. “Correos makes its Correos Cash service available to the banking sector to make cash withdrawals and deposits at 4,675 service points and through 6,000 rural postmen at customers’ homes,” says the joint statement issued by the public group and the three employers. AXARQUIA

DROUGHT- Axaragua asks local councils of the Axarquia for a 20% reduction of water consumption- reservoir of La Viñuela at 14% of its capacity: {Translation, summary} 20 July, 2022, 13:49
– This Wednesday, Axaragua, the water company of the Axarquia, has asked the municipalities of the region to establish savings plans to reduce water consumption by 20%.
– Campos referred to the “worrying” water situation in the Axarquia region, with a volume stored in the La Viñuela reservoir, at 22.6 cubic hectometres, at 14% of its total capacity (elsewhere in article it says 15.9%). La Axarquía fears that water consumption will triple this summer with La Viñuela at minimum capacity
– “It is necessary to preserve the resources of the La Viñuela reservoir, so in addition to the decisions taken in the Drought Management Commissions, others must be adopted as soon as possible,” Campos emphasised.
– He listed all the additional measures contemplated in the drought decree approved by the Junta de Andalucía last year, urging all the Axarquia municipalities to implement them.
The prohibition of using water resources suitable for human consumption for street washing, filling private swimming pools, watering gardens, public and private parks, golf courses, car washing outside authorised establishments, ornamental fountains that do not have a closed water circuit, showers and public pumps, the vice-president of Axaragua said.
– “The drought decree also states that water unfit for human consumption may be used for the survival irrigation of gardens, public parks and golf courses, being restricted to a maximum of 200 cubic metres per hectare per month,” he added.
– With regard to the additional water resources contemplated in the drought decree for the Viñuela-Axarquia system, some of them, such as the use of the resources of the river Chillar and the increase in transfer capacity between the Guadalhorce-Limonero and Axarquia system, “are not finalised although we have been informed that they are in their final phase”.
– Regarding the use of the Molino de las Monjas well (Vélez Málaga) for water supply, the vice-president of Axaragua warned that “at present it has no positive impact as the borehole is at a standstill”.
– With regard to the use of reclaimed water for cultivation, “the works to improve the existing facilities at the WWTPs are in their final phase and reclaimed water is being supplied from the Vélez Málaga WWTP to the irrigation community in the south of Guaro”.
– The Zona con Regulación (ZR) Superficial del Sistema Viñuela-Axarquía includes the following 15 municipalities in Malaga: Almáchar, Benamargosa, Benamocarra, El Borge, Comares, Cútar, Iznate, Macharaviaya, Moclinejo, Nerja, Rincón de la Victoria, Vélez-Málaga, Totalán, Algarrobo, Torrox.

COSTA DEL SOL

Chaos at international airports hits foreign tourist arrivals on the Costa del Sol:
– The Hoteliers Association of the Costa del Sol (Aehcos), in its latest report, has revised downward the expected numbers of international travellers – to a 60 per cent occupancy rate, a fall of ten per cent.
– Strikes and staff shortages at airlines and major hubs are making flying a nightmare this summer, and hotel occupancy forecasts for foreign guests have been revised downwards as a direct result. “In just a fortnight, more than two thousand flights have been cancelled at European airports, to which must be added the delays suffered by passengers. Also, tourists from the United Kingdom, are encountering certain complications at the borders following their exit from the European Union,” notes the executive committee of Aehcos.
– Yesterday Tuesday, 19 July, as on Monday and last Friday, the Scandinavian flag carrier SAS, a company based in Sweden, Denmark and Norway, cancelled its flights between Malaga and Copenhagen and Stockholm due to the strike that its pilots have been on since 4 July and which has led to the cancellation of 2,550 flights, affecting more than 270,000 passengers. MALAGA

“Squatter Removal” Companies Accused of “threatening rape” in Malaga: (The backlash to this may make it even more difficult to remove squatters. -Ed.) {Translation}
– “Threats of rape, I’m going to burn your house with petrol while you sleep, steel sticks, physical aggression”, this is the modus operandi of the so-called eviction companies, as denounced by the platform of those affected by the mortgage (PAH), Stop Desahucios and Abanico Solidario de Málaga.
– Some landlords, instead of adopting the legal channels, are opting to hire these companies that are outside the law.
– A real horror movie that “pensioners or people who cannot pay their rent” are experiencing, says Mónica Pérez, representative of the PAH, alerted by the increase of cases in several areas of the province of Málaga. There is a “wave of attacks” perpetrated “by companies hired by landlords”, and, as Rosa Galindo, co-spokesperson for Verdes Equo, explains, “some landlords, instead of adopting legal channels, are opting to hire these companies that are outside the law and use threats and aggressions”. These actions, Pérez adds, “do not follow any order from the judge or legality to do what they are doing”.
– One such case is that of Joana and her partner. They rented a room in a flat in the Carlos Haya area. When they signed the contract “we didn’t know that they were subletting” the room. Time went by and, due to “an electricity connection”, there was a conflict between the original owner and the tenant who was subletting the flat; as a result, the “owner cut off the water and electricity and left us stranded in the house”, laments this woman.
– However, her situation got worse. “On Tuesday, the squatters’ company ‘Exit Okupas’ arrived at the house, pushed the door open, ran over my husband, hurt him, all ten of them got inside and started to take things out. They harassed me, harassed him, and they were wearing Nazi emblems; my husband is black, so you can imagine”. This couple has denounced the company, which “left threatening that they would come back this Friday and that they were going to take him out by force”, she says.
– It’s a situation that “scares me”, confesses Francisco Álvarez, representative of Abanico Solidario. He says he has experienced in his “own flesh” how “sometimes they have even kidnapped us inside our own home without letting us in or out, without letting baby food in”. “The police have witnessed all this and have done nothing”, confirms the PAH representative, while Álvarez specifies that the agents “come and only tell us to report them”.
– Faced with this situation, the three groups have delivered a letter to the sub-delegate of the government in Malaga, Javier Salas, asking for an urgent meeting. The spokesperson for the municipal group of Unidas Podemos Málaga, Paqui Macías, also present at the rally, considers that Salas, “is the one who has to monitor and give the guidelines for the police to act in defence of fundamental rights”. According to her, there is a “problem in the city model and a big problem of unaffordable housing”. EUROPE

EU tells members to cut gas usage amid new Putin warning:
– The European Commission proposed a voluntary target for all EU states to cut gas use by 15% from August to March, compared with their average consumption in the same period in 2016-2021.
– The Commission proposal would enable Brussels to make the target mandatory in a supply emergency, if the EU declared a substantial risk of severe gas shortages. The move, which needs the backing of EU states, will be discussed on Friday so ministers can approve it on July 26. Spanish response follows below…

The Spanish Government attacks the energy saving proposal of the European Commission:
– “They cannot demand a sacrifice from us on which they have not asked us for a prior opinion. We have not lived beyond our means from an energetic point of view. We are not going to allow proposals that demand more from us than from other countries”, Minister Teresa Ribera stressed.
– Solidarity yes, but without accepting impositions on which the Spanish Government has not been consulted. “Spain does not support the proposal of the European Commission”, assured the Minister for the Ecological Transition and the Demographic Challenge, Teresa Ribera. The Government thus responds to plan presented by the European Commission this morning, with a view to next winter. Russia expands Ukraine war goals as uncertainty swirls over gas pipeline restart: Moscow’s military “tasks” in Ukraine now go beyond the eastern Donbas region, Russian Foreign Minister Sergei Lavrov said on Wednesday, as the Kremlin’s forces shelled eastern and southern Ukraine.
– Lavrov also told state news agency RIA Novosti that Russia’s objectives will expand still further if the West keeps supplying Kyiv with long-range weapons such as the U.S.-made High Mobility Artillery Rocket Systems (HIMARS). His comments, the clearest acknowledgment yet that Russia’s war goals have expanded over the five months of war, came after Washington said it saw signs Moscow was preparing to formally annex territory it has seized in its neighbour. MEPs Set to Approve New Rules on Minimum Wages for EU Workers: Following a proposal for rules to improve the adequacy of minimum wages, negotiators of the EU Parliament and Council reached an agreement in June. MEPs will now vote on the new rules in September during the plenary session that will be held in Strasbourg.
– Earlier in June, the Council explained that the EU Member States with statutory minimum wages need to put a framework in place that will help set and update minimum wages based on clear criteria. The EU countries will be required to make sure that their national statutory minimum wage allows for a decent standard of living.
– Moreover, the Parliament highlighted that each EU country would set the minimum wage level based on socio-economic conditions, productivity levels, purchasing power, and national levels. This means that each country will have a different minimum wage. Currently, the minimum wages in the EU vary widely, ranging from €332 in Bulgaria to €2,256 in Luxembourg. Among the main factors for gaps between different countries is the difference in the cost of living. Netherlands No Longer Granting Temporary Protection to Third-Country Nationals Holding Ukrainian Residence Permit: Third-country nationals who register in the Personal Records Database after July 19 will not be granted temporary protection regardless of whether they enter the Netherlands from Ukraine, their own home country, or an EU country. This means that third-country nationals holding Ukrainian residence permits are no longer entitled to municipal reception, living allowance, education, and medical care.
– Only third-country nationals holding a Ukrainian residence permit who fall under the International Protection Directive will be able to receive temporary protection in the Netherlands. “It is extremely important for us to provide protection to people who are not safe in their own country, but at the same time, we do not want to overburden municipalities. This change enables us to continue to focus the provision of reception and facilities on the people who need this,” the Dutch Minister for Migration, Van der Burg, said, commenting on the government’s decision.
– The municipalities in the Netherlands are now to examine the residence status each third-country national had in Ukraine. People who are no longer eligible for protection will be able to choose to return to their country of origin or go through the normal asylum procedures. Those who choose to return to their country will receive assistance from the Repatriation and Departure Service. TRAVEL NEWS

Threat of flight cancellations across Europe extends into August:
A report by Cirium, which analyses data on more than 35 million flights a year and 97 per cent of commercial operations, warns that European airlines have cancelled 15,788 flights scheduled for August due to strikes and staff shortages, accounting for two per cent of their total schedule and 60 per cent of worldwide operations. It adds that airlines worldwide have reported 25,378 flight cancelations from their August schedules.
– A study by Mabrian Technologies noted that Spain saw 423 flights cancelled (1.08 per cent of its capacity) between 1 and 15 July. Germany is the European country with the most cancelled flights – almost 1,500 – affecting 6 per cent of its capacity
– The Cirium report highlights that the European continent is the region being hit hardest due to a combination of soaring pent-up demand coupled with staff shortages and labour disputes that are resulting in several strikes. Germany & Spain Have Europe’s Most Powerful Passports:
– Germany and Spain’s passports have been considered Europe’s most powerful ones, according to the Henley Passport Index.
– Germany’s passport has been moved from the second to third position in this index, which ranks worldwide countries’ passports in terms of the number of destinations their holders can access without being obliged to apply for a visa at first, taking into account the data from the International Air Transport Association (IATA).
– While previously Germany was the only European country ranked in the second position in this index, now it shares third place with Spain, and both countries’ passports have visa-free and visa-on-arrival scores of 190, which means that citizens who hold both countries’ passports are eligible to travel to 190 countries worldwide without getting a visa first.
– The recent changes made in July in the list of the world’s best passports to show that the first place continues to be held by Japan, whose passport permits its holders to visit a total of 193 countries worldwide visa-free. At the same time, the other two non-EU countries share the second position, Singapore and South Korea, while both countries’ passports have a visa-free and visa-on-arrival score of 192. The immune response to the omicron vaccine decreases substantially at 3 months: {Translation} 20July22
– The results, published in the journal Cell Reports Medicine, come from a study sponsored by the US National Institute of Allergy and Infectious Diseases (NIAID).
– In this new analysis, the researchers report that almost all vaccine combinations tested resulted in elevated levels of neutralising antibodies against the omicron BA.1 lineage. (“Almost all”? So some combinations did not result in elevated antibodies? Which were those, pray tell?) However, the levels of antibodies to omicron were low in the group that received AstraZeneca’s vaccine as a primary and booster dose.
– In addition, the immune response to omicron in all groups decreased significantly, and neutralising antibody levels decreased 2.4 to 5.3-fold at three months after the booster.
– The authors note that the results are consistent with real-world reports showing decreased protection against SARS-CoV-2 infection during the omicron wave in people who received a series of primary vaccines plus a booster vaccine. Golf News- Henrik Stenson stripped of Ryder Cup captaincy over LIV Golf defection: Stenson, 46, is believed to be on the verge of joining LIV Golf. The Swede has helped Europe win three Ryder Cups in his five appearances as a player and had just become captain four months ago. The 2023 Ryder Cup begins in September of next year in Rome.
– “In light of decisions made by Henrik in relation to his personal circumstances, it has become clear that he will not be able to fulfill certain contractual obligations to Ryder Cup Europe that he had committed to prior to his announcement as Captain on Tuesday March 15, 2022, and it is therefore not possible for him to continue in the role of Captain,” Ryder Cup Europe said in a statement. More Computer Hacker Attacks Coming From The Cloud- Google Drive and Dropbox Compromised AGAIN!:
– The Russian state-sponsored hacking collective known as APT29 has been using a new phishing campaign that takes advantage of legitimate cloud services like Google Drive and Dropbox to deliver malicious payloads on compromised systems.
– The use of DropBox and Google Drive services is a new tactic for this hacking collective. It is proving challenging to detect due to the ubiquitous nature of these services and the fact that they are trusted by millions of (mis-informed) customers worldwide. These customers were deceived by cloud services providers claims that the cloud was safe and secure, when in fact nothing could be further from the truth.
– It makes one wonder how many other hacker exploits from the cloud remain undetected? Reference: https://thehackernews.com/2022/07/russian-hackers-using-dropbox-and.html
